Vietnam Social Security has just issued Official Dispatch No. 2433/BHXH-VP dated July 19, 2024 regarding the forged information of documents sent by this agency to social security agencies of provinces and centrally run cities (provincial social security agencies), Social Security of the Ministry of National Defense, and Social Security of the People's Public Security.
Vietnam Social Security confirmed that this is a fake document with information about the VssID 4.0 application that the impostor created on the app to scam, steal personal information and then steal personal accounts, causing financial damage to people, affecting the reputation of the social insurance industry.
Accordingly, on July 19, 2024, Vietnam Social Security received information from Binh Duong Provincial Social Security about a fake document of Vietnam Social Security with the code number 2133/BHXH hội-CSYT dated July 1, 2024 sent to a primary school in Binh Duong province via email with the content: "Adjust an increase of 15% on pension, social insurance allowance, monthly allowance according to regulations in Clause 2, Article 1 of Decree 75/2024/ND-CP and deploy VSSID 4.0 Digital Insurance. At the same time, cancel insurance books, health cards and convert numbers to VSSID 4.0 application using chip-embedded citizen identification cards. Request (1) provincial social security to urgently implement the update of the VSSID 4.0 application in accordance with the regulations of the Ministry of Labor. (2) People should quickly update the new VSSID 4.0 application according to the instructions of the provincial social insurance agency using their personal mobile devices to ensure that they receive full information and full social insurance benefits in the future.

In order to promptly prevent fraudulent acts and handle information impersonating Vietnam Social Security in directing the implementation of social insurance and health insurance work, Vietnam Social Security requires provincial social insurance, Ministry of National Defense social insurance, and People's Public Security social insurance to urgently implement the following contents:
Firstly, promptly notify agencies, units and employees in the management area about information on forged documents to raise vigilance, proactively prevent and avoid fraud and property appropriation.
Instructions for people to install and use the VssID social insurance number of Vietnam Social Security according to Document No. 2207/KH-BHXH dated August 12, 2022 of Vietnam Social Security.
Second, only receive and process documents sent by Vietnam Social Security via the Document Management and Operation System (Eoffice software) or in the case of confidential documents, paper documents sent via the Central Post Office system, Post Office; direct cadres, civil servants, and public employees to raise their vigilance, promptly recognize and prevent fake information as soon as it is detected.
Third, when receiving information with signs of forgery or unofficial documents from Vietnam Social Security and agencies and units in the industry, it is necessary to report and reflect to Vietnam Social Security to promptly direct information throughout the industry and warn on mass media.
Previously, on July 1, 2024, Vietnam Social Security issued Document No. 2133/BHXH-CSYT on payment of social insurance medical examination and treatment costs applying the basic salary level according to Decree No. 73/2024/ND-CP signed by Deputy General Director Nguyen Duc Hoa and released on the Document Management and Operation System of Vietnam Social Security.
Accordingly, the provincial social insurance agencies are required to coordinate with health insurance examination and treatment facilities to implement Official Dispatch No. 3687/BYT-BH dated July 1, 2024 of the Ministry of Health to ensure the rights of health insurance participants in accordance with regulations.
