On the afternoon of October 11, Vietnam Electricity Group (EVN) held a meeting to announce the adjustment of average retail electricity prices.

Accordingly, the average retail electricity price was decided to increase by 4.8% (the increase is under the authority of EVN). Thus, the electricity price increased from 2,006.79 VND/kWh to 2,103.11 VND/kWh (excluding VAT).

Household expenses increased by at least VND13,800

Mr. Nguyen Xuan Nam - Deputy General Director of EVN - said that the basis for increasing electricity prices is according to Decision 05 of the Prime Minister on the mechanism for adjusting average retail electricity prices.

"The actual calculation shows a much higher increase, but the Government has balanced social security factors, reduced the impact on people's lives and the economy, so it decided on a 4.8% increase," said Mr. Nam.

Regarding the impact of the electricity price increase on customers, the deputy general director of EVN provided specific information.

Of which, 17.4 million households (31%) with electricity consumption of 200kWh/month or less will see an increase of VND13,800 per month. This increase does not have a big impact.

Electricity usage above 200 - 300 kWh/month will cost an average additional 32,000 VND/month.

For households using 300 - 400 kWh/month, the increase is 47,000 VND. For households using 400 kWh or more, the increase is more than 62,000 VND.

For service business customers (547,000 customers), each household pays an average additional 247,000 VND.

For 1.921 million production households, this increase will increase the electricity bill to 499,000 VND/month; for 691,000 enterprise customers, it will increase by 91,000 VND.

Two-component price pilot will be applied at the end of this year

For poor households and policy households, it will be implemented consistently according to Prime Minister's Decision 28. Each household will receive support from the Government equivalent to 30 numbers, equivalent to 62,800 VND/month.

According to Mr. Nam, this policy aims to reduce the burden of electricity costs for poor households and social policy households, helping to ensure social security and implementing the Government's policy on supporting disadvantaged groups.

Regarding CPI, the increase in electricity price will affect 0.04%. This is a low level that has been balanced by the Government and ministries to avoid affecting CPI and the economy.

Mr. Nam said that from 2023, the price index of coal and gas will increase much higher than in 2021. By 2024, due to the Russia-Ukraine conflict, the coal and gas market and exchange rates will increase. Specifically, coal will increase by 73%, domestic prices will increase by 35%, gas and exchange rates will also increase.

Answering Tuoi Tre Online 's question about how to solve the problem of increasing prices and improving the electricity market mechanism and electricity price mechanism, Mr. Tran Viet Hoa - Director of the Electricity Regulatory Authority (Ministry of Industry and Trade) - said that adjusting electricity prices is also based on political, legal and practical grounds.

Resolution 55 clearly states the direction towards market-based energy prices. Therefore, in recent times, state management agencies have coordinated and reviewed policies, such as Decision 28 on the average retail electricity price structure, and studied the application of two-component electricity prices.

Mr. Hoa said this is a world trend, but due to different conditions in each country, each country has different ways of applying it, so when Vietnam evaluates and analyzes, it needs to be thorough and scientific.

"Currently, Decision 28 has been submitted to the Prime Minister. The research project on the two-component electricity price mechanism has been completed and applied in a number of provinces and cities, and will be implemented by the end of 2024 when the results are reported to the Government," said Mr. Hoa.
