Nearly 90 million people receive health insurance medical examination and treatment

With the theme "Effective use of health insurance funds and improving the quality of health insurance treatment at grassroots health facilities", Vietnam Health Insurance Day 2024 is a peak communication occasion to increase awareness and responsibility of organizations and individuals in implementing health insurance policies and laws.

According to statistics, by the end of 2023, the whole country will have about 93.6 million people participating in health insurance, with the health insurance coverage rate reaching nearly 93.35% of the population, approaching the goal of universal health insurance. Along with that, the work of resolving and paying health insurance regimes has been well implemented; people's access to health insurance services is increasingly expanded.

It is estimated that by the end of June 2024, the whole country will have about 89,552 million inpatient and outpatient health insurance visits (an increase of 6,563 million visits (equivalent to 7.91%) compared to the same period in 2023); with the amount of appraisal and payment of more than 66.92 trillion VND.

The increase in the number of people participating in health insurance, as well as the increase in the number of health insurance-covered medical examinations nationwide, shows that the health insurance policy is going in the right direction and has become a significant financial resource contributing to the state budget in the work of protecting and effectively caring for people's health.

However, that also increases pressure on the health insurance fund management agency to ensure fund safety for the purpose of protecting the legitimate rights of health insurance participants.

In order to achieve the goal of universal health coverage, so that all people can receive health care through the humane and superior health insurance policy of the Party and State, it is necessary to develop sustainable health insurance, with two requirements: achieving universal health insurance coverage and ensuring financial sustainability.

Regarding the goal of developing universal health insurance, in recent times, with the strong participation of the entire political system, Vietnam Social Security has proactively and synchronously implemented solutions to sustainably develop the rate of people participating in health insurance.

In addition to promoting communication and encouraging people to proactively and actively participate in health insurance, Vietnam Social Security also actively implements the "Program to bring a warm Tet to people in difficult circumstances to participate in voluntary social insurance and family health insurance".

Regarding the goal of using the health insurance fund safely and effectively, Vietnam Social Security has directed social security agencies of provinces and cities to strengthen the appraisal and payment of health insurance costs; monitor to promptly detect, prevent and coordinate with competent authorities to handle abuse and profiteering of the health insurance fund...

The sector also actively coordinates with the Ministry of Health in participating in the development, amendment and completion of health insurance policies and laws; focusing on resolving difficulties in the organization and implementation of health insurance policies, creating favorable conditions for medical examination and treatment facilities and ensuring the rights of health insurance participants according to the law.

After 4 years (2020-2023) of implementing the program, about 412,724 people in difficult circumstances have participated in family health insurance. Notably, the number of people awarded health insurance cards has increased every year. Specifically, in 2021, it was 10,180 people; in 2022, it was 128,338 people (12.6 times more) and in 2023, it was 274,206 people (26.9 times more) compared to 2021.
