This afternoon (September 20), the trial of defendant Truong My Lan and her accomplices continued the questioning of defendants in the group of crimes of "Fraudulent appropriation of property".

Admitting her crime, Tran Thi My Dung (former Deputy General Director of SCB Bank) stated that she received the policy of issuing Setra Company bonds from defendant Truong Khanh Hoang (former Acting General Director of SCB Bank).

Regarding the scheme to run the fake money flow, Dung stated that he took over the job under the direction of Ms. Nguyen Phuong Hong (former Deputy General Director of SCB Bank - deceased) so he knew nothing about it. However, the defendant admitted that he helped defendant Truong My Lan to appropriate money from bond investors.

According to the accusation, after receiving instructions from Hoang and receiving the fake cash flow plan prepared by Trinh Quang Cong (former Director of Acumen Company) and Nguyen Phuong Anh (former Deputy General Director of SPG Company), Dung directed his subordinates to legalize documents; place fake cash flow orders, record them on the SCB Bank system, and help Setra Company issue bonds.

Dung's actions helped defendant Truong My Lan appropriate 2,000 billion VND from more than 2,400 victims.

Defendant Hoang stated that he knew clearly that Ms. Lan's purpose in issuing bonds was to mobilize money from the people to use for the purposes of Van Thinh Phat Group. After receiving notice that defendant Lan had chosen Setra Company to issue bonds (worth 2,000 billion VND), the defendant directed Cong, Dung and Phuong Anh to come up with a plan to run a fake cash flow to create primary investors. According to Hoang, defendant Lan issued bonds of Setra Company to get money to pay interest for 3 bond packages issued by An Dong Company.

"The defendant feels sorry for the victims. His mother and wife also bought bonds from Setra Company," defendant Hoang said sadly.

Defendant Ngo Thanh Nha (former General Director of Van Thinh Phat Group and Chairman of the Board of Directors of An Dong Company), stated that she received the policy of issuing bonds for An Dong Company from her sister-in-law, defendant Truong My Lan.

The defendant affirmed that he did not discuss or agree on the bond issuance with defendant Lan.

“After receiving the bond issuance policy, the defendant only signed the documents related to the bond issuance of An Dong Company and later signed to issue the bonds. The defendant only stood in as Chairman of the Board of Directors and did not manage or participate in the activities of An Dong Company,” defendant Nha stated.

When asked by the jury about his awareness of the consequences of his actions, defendant Nha choked up: “After reading the investigation conclusion, I was very surprised and did not know that I had caused such great damage to the people; I felt that I had some responsibility for it. I asked my family to pay 2 billion VND to compensate.”

Also admitting to the crime, defendant Vo Tan Hoang Van (former General Director of SCB Bank) stated that after receiving instructions from Ms. Truong My Lan on the issuance of bonds, the defendant submitted them to the Board of Directors for implementation.

Regarding directing the retail sector to deploy sales organization and train new products for directors and sales staff at SCB branches and transaction offices, Van Khai said that SCB has a set of internal documents built for training before consulting customers.

Defendant Van affirmed that he did not participate in creating the bonds and did not benefit in any way.

“At that time, the defendant thought that it was exploiting the customer resources that SCB had worked hard to obtain for many years. When the incident happened, the defendant was very heartbroken, not thinking that it would cause harm to so many people.

Regarding the cash flow scenario and customer account management, the defendant did not participate in directing and did not know. The defendant also did not direct SCB employees to sign fake documents to create the cash flow," defendant Van said, bursting into tears.
