Water Bomb stayed in Yen Bai province for three days, during the time when the locality suffered a historic flood in mid-September.
Water Bomb recorded the tensions of the leaders of the Government, ministries, and localities, and the anxiety of the people when the Thac Ba hydroelectric dam was at risk of breaking. The film was produced by the Documentary Center of Vietnam Television. Meritorious Artist Ta Quynh Tu was responsible for the production. This is the first documentary film by young female director Dang Quynh Ngoc.

Tien Phong about the process of making a documentary about the historic flood, Meritorious Artist Ta Quynh Tu said that many reporters, cameramen... were sent by the station to work on the scene during the recent storm and flood. The Documentary Center was tasked with making a film, but choosing a topic that was both current and thoughtful was a difficult problem to solve. "I hold the view that we should not make a film that only talks about the damage caused by storms and floods or summarize the process of helping people, but must find a new, hot topic. In the midst of hesitation, the news that the Thac Ba hydroelectric dam was in danger spread very quickly. We decided to stick to that to make the film. Young director Dang Quynh Ngoc volunteered to go to the hot spot, devoting a lot of effort to his first film," Meritorious Artist Ta Quynh Tu said.

The crew stayed in Yen Bai for 3 days. The film opens with images of the unprecedented devastation caused by storm YAGI in some northern localities on September 7. Then, the footage focuses on Yen Bai, recording the moment on the morning of September 9, when the Ministry of Agriculture and Rural Development had to issue a telegram requesting the Thac Ba hydropower plant to open the third spillway. The filmmakers closely followed every development of the unprecedented flood in Yen Bai, with tens of thousands of people having to evacuate day and night. The water level rose by the hour, forcing those responsible to weigh their minds with the decision to destroy or not to destroy the auxiliary dam to reduce pressure on the main dam. After three tense days with the Thac Ba Hydropower Plant, the film crew
of Water Bomb only had about 6 more days to do post-production, including graphics to help viewers visualize the tense story at the Thac Ba Hydropower Plant. The documentary was completed in less than two weeks. Meritorious Artist Ta Quynh Tu affirmed that despite the short time, some graphic details were not as expected, but the film met current events, synthesizing a lot of information about the Thac Ba Hydropower Plant. "At the end of the film, we gave a very clear message. That is the recommendation on the Law on Dike Protection and Regulation and the things that need to be done in the coming time to ensure the safety of dams during the flood season. The crew in general and director Dang Quynh Ngoc in particular are determined to make the film in a short time, with limited working conditions," Meritorious Artist Ta Quynh Tu shared.

The film
Water Bomb is more realistic thanks to the source of documents from regional reporters working in the eye of the storm, the eye of the flood, and some updated images from social networks in the context of many isolated areas suffering heavy damage.
