Almost no Department of Natural Resources and Environment has achieved 9 positions, many localities have very low levels, while there are many tasks, leading to slow advisory work for localities.
The number of consulting units in digitizing land data and building surveying databases in the province and neighboring provinces is small, and their capacity is limited. The process of building records and appraisals must be completed and revised many times.
The whole province has only 8 districts whose plans for building a database have been appraised. Bidding is also one of the reasons for the delay. The Department of Natural Resources and Environment is actively coordinating with the Department of Information and Communications and related units to find solutions," said Ms. Le Thuy Trinh.
A series of task groups related to many sectors are also facing difficulties. According to the representative of the Working Group of Project 06 provinces, by the end of June, the Department of Justice had not completed the procedures to carry out the digitization of civil status data in the province.

The Department of Labor, Invalids and Social Affairs is at risk of not completing the work of collecting and updating employee data according to the set schedule (according to the plan, it must be completed in the second quarter, while currently it has only reached 50.83%).
The work of paying social security without using cash in the province is still not really effective. The provincial social insurance agency still has 1% (about more than 18,000 data) of information on social insurance participants in the province that is not synchronized with the population database; the results and progress of paying pensions and social insurance benefits without using cash in the province have not been specifically assessed.
The working group of Project 06 provinces also pointed out that many localities have not yet compiled a report on the list of officials on the implementation of Model 28 to deploy the mass open online training and education platform (MOOC) according to Plan No. 7384 of the Provincial People's Committee such as: Hoi An, Dien Ban, Dai Loc, Duy Xuyen, Bac Tra My, Phu Ninh, Nui Thanh, Nong Son, Hiep Duc...
More drastic in implementation
Despite facing a lot of pressure, according to the assessment, the implementation of Project 06 in the province has had many new movements in the past time. According to the representative of the Provincial Police - the standing unit of the Project 06 Working Group, the Provincial Police continued to preside over and coordinate with the Provincial People's Committee Office, the Department of Information and Communications and other departments, branches and sectors to advise the Chairman of the Provincial People's Committee to effectively direct the implementation of the task groups to implement Project 06 according to the assigned and self-set roadmap and targets.

The Department of Finance has presided over and coordinated with the Department of Justice and other departments, branches, and localities to complete the necessary procedures to submit to the Provincial People's Committee to report to the Provincial People's Council to issue a resolution regulating the collection of non-uniform fees and charges in the implementation of online public services in the province.
The Provincial Police Department coordinates with the Department of Information and Communications to maintain and ensure the security and safety of the machinery, equipment, and transmission lines connecting the Provincial Administrative Procedure Information System with the National Population Database.
This unit has directed the Department of Administrative Police for Social Order and local police to focus on cleaning and enriching specialized data in the national population database to ensure requirements and progress according to the direction of the Ministry of Public Security.
At the recent meeting of the Working Group of Project 06 provinces, Major General Nguyen Duc Dung - Director of the Provincial Police assigned specific tasks to each member of the working group, closely following the project roadmap and direction of the Prime Minister, the Working Group implemented Project 06 Government.
“The decisive factor for the success of Project 06 is the participation and responsibility of leaders and heads of agencies, units and localities. I request that sectors and localities have the right awareness and have creative and breakthrough solutions suitable to the actual situation.
It is necessary to ensure the completion of 5 groups of "legal, infrastructure, security - safety, data, human resources" throughout from the Central to local levels so that people and businesses can see and enjoy the application of population data, identification, electronic authentication, chip-embedded Citizen Identification Cards in the process of implementing online public services and many other utilities; serving well for connecting and sharing to enrich the shared data database with agencies, units, and localities in the province" - Major General Nguyen Duc Dung said.
