On December 2, Binh Giang District Police (Hai Duong Province) are coordinating with functional forces to investigate and clarify the case of the Chief Inspector of this district driving a car into a funeral hall, injuring many people.

Previously, at about 1:57 p.m. on December 31, 2024, at km0+100 of Provincial Road 392, Zone 1, Ke Sat Town, Binh Giang District, Mr. Vu Dinh H., Chief Inspector of Binh Giang District, driving car with license plate 34A-707.xx in the direction from Phu to Ke Sat, crashed into the funeral tent set up by the family of Mr. D.VT (born in 1967, residing in Zone 1, Ke Sat Town, Binh Giang District) on the road in front of his house. As a result, 5 people were injured.

Authorities initially determined that the cause was due to the driver's lack of attention and crashing into the funeral tent set up on the opposite side of the road to the direction the car was traveling. In addition, the cause also stemmed from Mr. D.VT's family setting up the tent on Provincial Road 392.

Commenting on the incident, lawyer Dang Van Cuong, Head of Chinh Phap Law Office, said that the traffic accident was very serious, causing injuries to many people. The authorities will clarify the cause of the accident, clarify the consequences to consider handling the driver of the car according to the provisions of the law.

In the event that the act is determined to be inattentive leading to an accident and the consequences are serious, with the victim’s injuries being 61% or more, the investigating agency may prosecute the driver for violating road traffic regulations. In addition to possible criminal prosecution, the officer may be subject to disciplinary action, possibly subject to the highest level of dismissal or forced resignation due to serious violations of the law and driving under the influence of alcohol.

In addition to investigating the driver's behavior, lawyer Dang Van Cuong said that the authorities will also investigate and clarify the setting up of a funeral tent on the road. If it is not rented or permitted by a competent authority, such an act is considered encroachment on the roadway, obstructing road traffic. The person who commits this act may also be subject to administrative penalties or criminal prosecution depending on the violation as well as the consequences of the violation.

In addition, the authorities also consider the responsibility of local authorities in managing the area, managing traffic safety and order (if the act of setting up a tent is a violation), and at the same time, propagate for people to comply with traffic safety laws, not to encroach on the roadway or sidewalk to organize funerals, weddings as well as personal anniversaries.

After the accident, Mr. Le Ngoc Chau, Chairman of Hai Duong Provincial People's Committee, assigned Binh Giang District Police and relevant agencies and units to urgently investigate and strictly handle violators according to the law. Along with that, he requested Binh Giang District People's Committee to clarify and consider the responsibility of related organizations and individuals in allowing people to set up funeral tents on the road.
