The report at the conference showed that over the past 15 years, the emulation movement "Skillful Mass Mobilization" in the capital has been directed and organized by Party committees at all levels, authorities, the Fatherland Front and socio -political organizations from the city to the grassroots. The City Party Committee and its subordinate Party committees have promptly issued documents to lead and direct the implementation of the emulation movement "Skillful Mass Mobilization". The dissemination, dissemination and propaganda of the purpose, meaning and content of the emulation movement "Skillful Mass Mobilization" has been promoted in many forms, suitable for many subjects.
From 2009 to present, the City Party Committee and Party committees at all levels from the city to the grassroots have issued 15,295 documents to lead, direct and implement the emulation movement "Skilled Mass Mobilization". The Mass Mobilization Committee and agencies advising on mass mobilization work have issued 2,038 documents to guide the implementation. Thereby, making "Skilled Mass Mobilization" a widespread emulation movement, a unique feature in the mass mobilization work of the Capital Party Committee, attracting more and more participation, with the voluntary and self-conscious spirit of cadres, party members, union members, association members and people of all walks of life.
The work of inspecting, surveying, evaluating, praising and rewarding models and typical examples of "Skilled Mass Mobilization" has been paid attention to and carried out regularly, promptly encouraging and replicating typical models and typical examples of "Skilled Mass Mobilization". The emulation movement of "Skilled Mass Mobilization" has been deployed synchronously and comprehensively in 4 areas: economy ; culture - society; national defense, security; building the political system and at 3 levels: City; district, county, town party committee, party committee directly under the City Party Committee, and grassroots level.
From 2009 to present, the whole city has 160,013 models, typically "Skillful Mass Mobilization" registered for implementation and promoting positive effects, having widespread influence, being commended, rewarded and replicated by all levels. Specifically, there are 29,208 "Skillful Mass Mobilization" models registered for implementation in the field of economic development; 89,971 "Skillful Mass Mobilization" models registered for implementation in the field of culture - society; 21,586 "Skillful Mass Mobilization" models registered for implementation in the field of security and defense; 27,248 "Skillful Mass Mobilization" models registered for implementation in the field of building the political system...
The implementation process has been closely coordinated and linked with emulation movements, campaigns and closely followed the political tasks of the city, localities, agencies and units, becoming a vibrant and widespread movement, attracting the participation of a large number of cadres, party members, union members, association members and people of all walks of life. Thereby promoting democracy, the strength of great national unity, contributing to the successful implementation of political tasks of localities, agencies, units and the city.
In particular, in carrying out difficult, complicated tasks, in difficult and challenging circumstances such as natural disasters, epidemics, responding to economic crises and non-traditional security issues, mass mobilization work and the emulation movement "Skillful Mass Mobilization" have been further promoted. Through that, the fine cultural traditions of Hanoi people have been promoted and great resources have been mobilized from the strength, consensus and support of the people for Hanoi to develop rapidly and sustainably.
The report of the City Party Committee's Mass Mobilization Committee shows that the emulation movement "Skilled Mass Mobilization" in the capital over the past 15 years has actively contributed to achievements in socio-economics, national defense and security, Party building, government building, promoting the strength of great national unity, consolidating and strengthening the close relationship between the Party, the State and the People.
The summary report on 5 years of implementing Regulation No. 124-QD/TW of the Party Central Committee Secretariat shows that the implementation of the Regulation has been focused on by Party committees at all levels, authorities, Vietnam Fatherland Front Committees and socio-political organizations at all levels of the city, leading and directing the implementation in conjunction with the good performance of political tasks.
The implementation of Regulation No. 124-QD/TW has been carried out systematically from the city to the grassroots level in diverse and rich forms, promoting the supervisory role of the Vietnam Fatherland Front, socio-political organizations and the People, creating changes in awareness, responsibility, moral training and lifestyle of leaders, key officials and cadres and party members, contributing to the fight against, prevention and repelling degradation, "self-evolution" and "self-transformation" within the Party.
Along with regular direct dialogue, resolving complaints, denunciations, concerns and recommendations of the people, administrative reform work is carried out in a public, transparent, democratic, modern and dynamic manner to serve the people, thereby creating high consensus and strengthening the people's trust in the Party and the government.
The Vietnam Fatherland Front and socio-political organizations have also proactively participated in the work of receiving people, reconciling and resolving people's petitions, strengthening dialogue and criticism with Party committees and authorities from the city to the grassroots level, contributing to stabilizing the political security situation, reducing complaints and grievances among the people, and strengthening people's trust in the government and the political system.
At the conference, delegates discussed: the results achieved and solutions to improve the quality and effectiveness of the implementation of Regulation No. 124-QD/TW, dated February 2, 2018 of the Party Central Committee Secretariat on "supervision by the Vietnam Fatherland Front, socio-political organizations and the People on the cultivation and training of ethics and lifestyle of leaders, key officials and Party members". Evaluate the leadership and direction of the implementation of Regulation No. 124-QD/TW; share experiences and solutions for the Vietnam Fatherland Front and socio-political organizations and the People to actively participate in giving opinions at social and critical conferences, and People's conferences at localities and units. Replicating the model, typical examples of "Skillful mass mobilization" in the community
Speaking at the conference, Deputy Head of the Central Committee for Mass Mobilization Pham Tat Thang assessed that in recent times, the Hanoi Party Committee, the Hanoi Party Committee Standing Committee and especially the Hanoi Party Committee Standing Committee members have paid attention to, proactively led, directed, deployed and seriously implemented the work of supervising the moral training and practice of the lifestyle of leaders, key officials and cadres and party members in accordance with the spirit of Regulation No. 124-QD/TW of the Secretariat. At the same time, he acknowledged and highly appreciated the leadership and direction of the Hanoi Party Committee for the emulation movement "Skilled Mass Mobilization" in the city.
Emphasizing that 2025 is a year of special significance, the year of completion in implementing the 5-year socio-economic development task of 2020-2025, the year of organizing Party Congresses at all levels, the Deputy Head of the Standing Committee of the Central Committee for Mass Mobilization suggested that the City continue to strengthen propaganda and thoroughly disseminate Regulation No. 124-QD/TW, dated February 2, 2018 of the Central Party Secretariat, in order to raise awareness among cadres, party members, civil servants, public employees, union members and people about the implementation of supervision by the Vietnam Fatherland Front, socio-political organizations and people on the cultivation, training of ethics and lifestyle of leaders, key cadres and party members.
In addition, enhance the responsibility of Party committees, Party organizations, and authorities in leadership and direction, create conditions for the Vietnam Fatherland Front, socio-political organizations at all levels, and the People to participate in supervision. Strengthen propaganda work, raise awareness and responsibility of the entire political system, cadres, Party members, and the People about the purpose, meaning, requirements, and content of the emulation movement "Skilled Mass Mobilization".
In addition, strengthen the coordination of the mass mobilization system, the Vietnam Fatherland Front, and socio-political organizations in advising and implementing the emulation movement "Skilled Mass Mobilization". "Skillful mass mobilization" in the new situation needs to focus on specific tasks
Speaking at the conference, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong commended, acknowledged and highly appreciated the results that localities and units in the city have achieved after 15 years of implementing the emulation movement "Skillful Mass Mobilization" and implementing Regulation No. 124-QD/TW.
According to the Standing Deputy Secretary of the City Party Committee, over the past 15 years, the emulation movement "Skillful Mass Mobilization" has been widely deployed with good and vivid methods; notably the "Skillful Mass Mobilization" contest at the city level that recently took place, attracting the attention of many cadres, party members and people.
According to the Standing Deputy Secretary of the City Party Committee, along with developing key healthcare and building new major hospitals at the gateways of the capital to help people easily access healthcare services, Hanoi is also the locality with the largest number of communes meeting new rural standards in the country. The political security, order and social safety situation is always maintained with the safety of over 2,000 important events taking place in the area every year, which is also a particularly important condition for the capital to develop sustainably.
“Achieving these important results is partly due to the positive contribution of the mass mobilization system in promoting propaganda and mobilization, creating high consensus and unanimity among the people; especially implementing many new and creative ways in the emulation movement "Skillful mass mobilization" - Permanent Deputy Secretary of the City Party Committee Nguyen Van Phong acknowledged.
According to the Standing Deputy Secretary of the City Party Committee, the Party's viewpoint of "people as the root" since the 13th National Party Congress has had an important breakthrough. From "People know, people do, people discuss, people inspect", people are also the subjects "beneficiaries" of policies. This viewpoint of the Party has been closely followed and effectively implemented by the City; all policies of the City when issued are aimed at the highest goal: for the happiness and prosperity of the People.
Standing Deputy Secretary of the City Party Committee Nguyen Van Phong also acknowledged and highly appreciated the results of implementing Regulation No. 124-QD/TW, and affirmed that the City Party Committee's issuance of Decision No. 2200-QD/TU, dated May 25, 2017 on the Regulations on direct contact and dialogue between heads of Party committees and authorities at all levels with the Vietnam Fatherland Front, socio-political organizations and the People; the issuance of Resolution 15-NQ/TU and Directive 15-CT/TU on handling complaints and denunciations from the people and strengthening weak grassroots party organizations, and recently Directive No. 24-CT/TU of the Standing Committee of the Hanoi Party Committee on "Strengthening discipline and responsibility for handling work in the political system of Hanoi City"... are all aimed at innovating the Party's leadership methods from the City to the grassroots; promptly resolve the legitimate and legal rights of the people, while promoting the role and responsibility of leaders in performing their duties and tasks.
The Standing Deputy Secretary of the City Party Committee also pointed out some remaining limitations, that is, the "Smart Mass Mobilization" models that have been implemented have many innovations and creativity, but are still difficult to replicate and lack sustainability. Many localities still have difficulties in maintaining security and order, ensuring environmental sanitation, managing public land and construction order. The supervision activities of the Vietnam Fatherland Front and socio-political organizations are sometimes and in some places still formalistic, not substantial... Meanwhile, the city is in the process of strong urbanization, requiring propaganda and mobilization of the people to be truly sustainable and effective.
Emphasizing the key tasks that need to be implemented in the coming time, the Standing Deputy Secretary of the City Party Committee requested that localities and units have a deeper awareness of the role and tasks of mass mobilization work, especially implementing the emulation movement of "skillful mass mobilization" with the viewpoint of respecting the people, being close to the people, and relying on the people. All work and tasks implemented must aim at the goal of improving income and living standards, ensuring prosperity and happiness for the people.
Standing Deputy Secretary of the City Party Committee Nguyen Van Phong also requested that the implementation of the "Smart Mass Mobilization" movement in the new situation should focus on specific tasks and tasks, associated with the professional tasks of each agency, unit, Party cell, residential group and hamlet. In the current period, focus on mobilizing people to keep alleys and streets "bright, green, clean and beautiful"; promote digital transformation, considering this a revolution, an opportunity and chance for the Capital to make a breakthrough.
The Standing Deputy Secretary of the City Party Committee also requested the Vietnam Fatherland Front and socio-political organizations to promote their supervisory role and mobilize the participation of the people in actively contributing ideas to prevent and combat corruption and waste. In particular, in the coming time, when the city is restructuring and streamlining its apparatus, it is necessary to continue to do a good job of propaganda and mobilization so that cadres, party members and people can agree and support the major policies of the Central and the City, thereby contributing to bringing the country firmly into a new era of development.
On this occasion, the Standing Committee of the City Party Committee awarded 10 collectives and 10 individuals with outstanding achievements in implementing Regulation No. 124-QD/TW and 10 collectives and 10 individuals with outstanding achievements in implementing the emulation movement "Skillful mass mobilization".
