
Thang Binh district has developed a project to arrange commune-level administrative units (AUs) for the period 2023 - 2025. Accordingly, Binh Chanh commune merged with Binh Phu commune to form a new AU, Binh Phu commune, with a total area of over 43km2 , reaching 85.56%; population size of over 9,600 people, reaching nearly 193% and 8 villages; the office is expected to be located at the People's Committee of Binh Phu commune.
Merge the entire commune of Binh Dinh Nam and commune of Binh Dinh Bac into a new administrative unit of Binh Dinh commune, with a total area of over 33km2, reaching over 110%; population size of 10,207 people, reaching over 127% and 6 villages; the expected office of the new administrative unit of the commune is at the People's Committee of Binh Dinh Bac commune. After the merger, Thang Binh district will have 20 administrative units (19 communes and 1 town).
Mr. Truong Van Ly - Deputy Head of Thang Binh Department of Internal Affairs said that the district has 3 administrative units (AUs) including Binh Chanh, Binh Dinh Bac and Binh Dinh Nam with 2 standards of natural area and population size below 70% according to regulations.
Therefore, the arrangement of communal-level administrative units in these localities is necessary, contributing to reducing the scale of administrative units, streamlining the apparatus, streamlining the payroll, improving the effectiveness and efficiency of the political system, and improving the efficiency of socio-economic investment.

Commenting on the project, Mr. Doan Ngoc Dung (Ngu Xa village, Binh Chanh commune, Thang Binh) said that he and the people in the village highly agreed with the policy of merging communes.
However, he and the villagers are worried that after the merger, most of the leaders of Binh Chanh commune will retire, and there will be a lack of close contact with the grassroots. In addition, after the merger, adjusting and supplementing personal documents for individuals and organizations... will also be difficult for the people.
"After the merger, the district will study and arrange suitable leadership staff in the new locality as well as create favorable conditions for people to adjust their documents," said Mr. Dung.
According to Mr. Doan Ngoc Lieu - Standing Deputy Secretary of the Party Committee of Binh Chanh commune, the Project "Arrangement of administrative units at the commune level, period 2023 - 2025 of Thang Binh district" also raised many difficulties when implementing the merger.
In particular, when expanding the scale of public administrative units, it will lead to many challenges such as: increasing population, labor, job creation; excess of some works such as offices, cultural houses, medical stations... leading to easy waste of public assets.
“For education, students in Binh Chanh do not necessarily have to go to Binh Phu to study. If the school meets the conditions, it should remain the same, creating convenience for students and parents when picking up and dropping off their children. In addition, civil servants and non-professional staff need to calculate and balance appropriately,” Mr. Lieu suggested.
Ms. Phan Thi Nhi - Vice Chairman of the People's Committee of Thang Binh district said that the adjustment and supplementation of personal identification documents for individuals, organizations... in the district will be implemented according to Resolution 35 dated July 12, 2023 of the National Assembly Standing Committee.
In which, the content stipulates that the types of documents that have been issued by competent authorities to individuals, citizens, and organizations before the arrangement according to the old administrative unit, if not expired according to regulations, can continue to be used. When performing the procedure of converting types of documents, no fees will be collected.
“The Standing Committee of the Thang Binh District Party Committee has worked with officials and civil servants at the merged administrative units and directed the District People's Committee, sectors and localities to arrange and assign officials appropriately to perform political tasks well at the new administrative units. The people's agreement with the merger policy is favorable for the district to implement the project,” said Ms. Phan Thi Nhi.
