On the morning of July 2, the delegation of the National Assembly of Ho Chi Minh City, term XV - unit 2 and the delegation of the People's Council of Ho Chi Minh City, term X, unit 4, organized a meeting with voters of District 1 after the 7th session of the National Assembly of term XV and before the 17th session of the People's Council of Ho Chi Minh City, term X. .
The meeting with voters included the following National Assembly members of Ho Chi Minh City: Tran Kim Yen, member of the Standing Committee of the City Party Committee, Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee; Do Duc Hien, Standing member of the Law Committee of the National Assembly. Also meeting voters was Ho Chi Minh City People's Council member Hoang Thi To Nga, Standing Deputy Secretary of the District 1 Party Committee.
At the meeting, voters mentioned the need to soon promulgate the Law on Fire Prevention and Fighting and Rescue. Some voters proposed equipping Ho Chi Minh City with fire-fighting helicopters to promptly extinguish fires in small alleys.
Voter Tran Ba Ha (Ben Nghe ward) highly appreciated the National Assembly for passing many laws and practical decisions related to people's lives. However, he also suggested that the National Assembly should consider when issuing new laws, so that when they come into effect, the laws do not have to be amended frequently, for example, the regulations on granting Citizen Identification Cards (now ID cards) constantly change in a short period of time.
Referring to District 1’s pilot program of 11 roads allowing temporary use of part of the roadway and sidewalks with a fee, voter Tran Ba Ha said that people are very supportive. Sidewalks with temporary owners have contributed to making the streets cleaner and tidier, so voters suggested that District 1 and the city implement the above policy more widely.
Regarding the upcoming meeting agenda of the HCMC People's Council, voter Tran Ba Ha hopes that the HCMC People's Council will carefully study the Law on Environmental Protection to have fundamental resolutions to effectively implement the collection, transportation, and processing of waste with the goal of turning waste into resources. Voters recommend that this must be done fundamentally, avoiding half-hearted implementation.
“13 years ago, our neighborhood was piloted to classify waste at source, but when people did it, the collection unit dumped it all into trucks for disposal. This is ineffective and does not create trust among the people,” voter Tran Ba Ha cited.
Besides, voters also wondered that in the center of a big city of the country, there are still workers pushing carts to collect garbage, which is not good. Voters suggested that this situation needs to be improved.
Talking to voters, Deputy Tran Kim Yen emphasized that environmental protection is always a hot issue, not only for Ho Chi Minh City and our country but also for other countries.
Currently, waste collection and treatment using old technology is not meeting practical requirements. Ho Chi Minh City has developed projects to build waste-to-energy plants. However, the city has only started construction on one plant and it is expected that by the third quarter of 2025, the first waste-to-energy plant will be operational. Other projects are still stuck in procedures.
Delegate Tran Kim Yen hopes that when put into use, this factory will partially meet the city's needs in waste treatment.
For the plant to operate, it is certain that waste must be sorted at source. In Ho Chi Minh City, this has been done by a part of the people. Delegate Tran Kim Yen hopes that people will continue to sort waste at source so that when the waste-to-energy plant goes into operation, it will be convenient and effective immediately.
Voter Pham Ngoc Phu (Ben Thanh Ward) is concerned that currently most of the people driving electric motorbikes are under 16 years old. These children do not have to learn the Road Traffic Law, while they are active and do not fully understand the regulations when participating in traffic, which is very dangerous when driving in an improper manner. He proposed to quickly amend and supplement the regulations to correct the above situation.
Regarding this issue, Deputy Do Duc Hien said that during the drafting of the Law on Road Traffic Order and Safety, there were opinions that people under 16 years old must have a driving license when driving electric motorbikes and motorbikes with engines under 50cc. However, after consulting the regulations of some countries; at the same time, it was assessed that if driving licenses were granted to people aged 16-18, additional procedures and costs would arise while there was no practical assessment. Therefore, the Standing Committee of the National Assembly also reported and proposed that the National Assembly continue to inherit the Law on Road Traffic.
