From 2025 to 2029, the new preschool education program will be implemented in the direction of comprehensively equipping and developing preschool children, with a total budget of 140 billion VND.
The above content is included in the draft to innovate the preschool education program for the 2025-2030 period, which is being consulted by the Ministry of Education and Training before being submitted to the National Assembly next October.
The goal of innovating the new preschool education program according to the competency approach is to create fundamental and comprehensive changes in quality and efficiency. At the same time, it aims to comprehensively develop preschool children in terms of physical, emotional, intellectual, linguistic and aesthetic aspects, thereby forming the first elements of personality, laying the foundation for development.

To achieve the above goal, the Ministry of Education and Training proposes 4 innovative contents:
- Social-emotional competency-based approach;
- Rights-based approach, ensuring quality, equity, inclusion, equality and respect for children's differences;
- Empower educational institutions and teachers in curriculum development;
- Regulations on organizing children's living regimes must ensure that they are suitable for the development of preschool children and the working regime of the team according to the provisions of the Labor Law.
In addition to the new points, the new program also inherits the contents of the current program, including: children are the center of the educational process, the subject in activities and communication. The draft resolution also adds advanced educational content and methods, personalizes the educational process; expands opportunities for participation and responsibilities of families and communities in implementing the preschool education program.
The draft also provides a roadmap for implementing innovation with the following stages:
- From 2025 - 2028, organize training and provide professional guidance for management staff and preschool teachers to pilot the program.
- Pilot the new program in a number of preschools for 3 school years, from the 2025-2026 school year to the 2027-2028 school year; independently evaluate the pilot implementation process.
- From 2029 to 2030, review and promulgate a new preschool education program; guide implementation and mass deployment nationwide from the 2029-2030 school year.
The total proposed budget for implementing the innovation of the preschool education program is 140 billion VND:
- The cost of building and evaluating the new program is 20 billion VND;
- The cost of compiling, appraising, providing guidance documents for implementing the new program in the pilot phase, annual adjustment, completion and mass deployment is 15 billion VND;
- The budget for training and improving the professional capacity of management staff and preschool teachers to implement the new program is 30 billion VND;
- The cost of preparing and implementing the pilot program is 75 billion VND.
The new program will be piloted for three consecutive school years from 2025 to 2028 at 120 preschools representing regions and areas before being widely deployed.
