After more than 1 year of construction, the project has only achieved more than 60% of output value.
The project to renovate and upgrade National Highway 7, section Km0 - Km36, through Nghe An province, with a total investment of more than 1,300 billion VND. The project is 27.5 km long, starting at Km0 (intersection with National Highway 1, Dien Chau town, Nghe An province) and ending at Km35+225 (Do Luong bridgehead, Do Luong town, Nghe An province).
The scale of the project is to renovate and upgrade National Highway 7, section Km0 - Km36, according to the standards of a grade III plain road, achieving a design speed of 80 km/h. Particularly, the sections passing through urban areas, achieving a design speed of 60 km/h. The project has a roadbed width of 12m, a road surface width of 11m, and sections passing through urban areas are 20 - 25m wide. Handling landslides and overcoming the consequences of storms and floods in the Khe Thoi - Nam Can section with a length of 700 meters.

The project to renovate and upgrade National Highway 7 through Nghe An, once completed, will connect with the North-South Expressway and other routes in operation, creating a great driving force for local socio -economic development, helping to gradually complete the traffic infrastructure of National Highway 7 according to the plan; strengthen connectivity, improve exploitation capacity, and ensure smooth traffic on the transport corridor from Nam Can border gate (connecting Laos) to the coastal provinces of the Central region.
The project started on September 7, 2022, and is expected to be completed in 2023 and put into use in 2024. However, after more than 1 year of construction, the project has only reached more than 60% of its output value.
In particular, the first 5 km of the route (Km0-Km5) of the project, as required by the Ministry of Transport, must be completed in August 2023 to operate synchronously with the North-South Expressway. The Nghi Son - Dien Chau section has recently slipped behind schedule. The completion date of the end of 2023 seems extremely difficult.
Delays in site clearance lead to construction not meeting schedule.
According to Mr. Nguyen Quang Huy, Director of Project Management Board 4, Vietnam Road Administration, the project investor, the project has been started for more than a year but the site clearance has only been about 70%, but of this, only about 80% of the site can be constructed. Because many sections of the site are "stuck" and do not have enough space for construction, the implementation has encountered many difficulties.
“The biggest difficulty for the uncleared land area of the National Highway 7 renovation and upgrading project is determining the origin of the land. Through many periods and many land allocations, the previous land allocation papers do not have clear coordinates and plot shapes. Currently, Project Management Board 4 is actively coordinating with Nghe An province to resolve this issue,” informed the investor representative.
Now that the expressway has been put into operation, traffic pressure on this section is increasing. Meanwhile, the land is "poor", localities, especially Dien Chau district, are slow in handing over the land, leading to the construction progress also being behind schedule.
The first section of the project has not yet been exploited in sync with the North-South expressway.
Currently, the Vietnam Road Administration and Project Management Board 4 have also directed contractors to focus on completing the sections that have been handed over to allow traffic to circulate. For the bottleneck sections due to land clearance, warning signs will be installed to encourage road users to limit speed and prevent accidents.
“In order for the project to avoid the risk of being delayed and having to extend the deadline, the first thing is that the locality needs to hand over the “clean” site as soon as possible. From there, the contractor will mobilize all its forces to deploy many construction projects to compensate for the progress, minimizing the loss caused by machinery being gathered but not operating,” said Mr. Nguyen Quang Huy.
Project Management Board 4 has sent a document to the People's Committee of Nghe An province to continue to prioritize attention, direction, and resolution of site-related problems. Along with that, Project Management Board 4 requested that the People's Committee of Nghe An province direct relevant units to promptly relocate technical infrastructure works such as household electricity grid systems, water pipes, etc. to hand over a "clean" site to the construction unit.
Find a solution
The section passing through Dien Chau district is located from Km0+00 - Km9+180, with a total length of 9.18 km, passing through Dien Chau town and the communes of Dien Thanh, Dien Phuc, Dien Cat and Minh Chau (except for Dien Chau town, land acquisition is not required because the scope of GPMB markers does not affect land plots of households and individuals).
Of which, the total number of land plots affected by the project is 867, specifically: 360 residential land plots, 397 agricultural land plots and 110 other land plots. Including: Traffic land, irrigation land, non-agricultural land other than residential land, unused land, etc. The total number of residential land plots recovered and having to be allocated new residential land is 15 plots (in Dien Phuc commune).
The highway has been put into operation, traffic pressure on National Highway 7 is increasing.
Mr. Le Manh Hien, Vice Chairman of Dien Chau District People's Committee, said that the reason for the slow clearance is due to many objective obstacles left over from history. The District People's Committee is focusing on resolving them and recommending the Provincial People's Committee to issue a handling policy.
For households that agree to the plan, they will voluntarily dismantle it for the investor to construct.
Currently, the People's Committee of Dien Chau district is continuing to focus on mobilizing the entire political system from district to commune levels to vigorously propagate and encourage people to understand the importance of the project; comply with compensation, support and resettlement policies according to State regulations.
The District People's Committee also directed specialized departments to build, consolidate, and complete legal documents to handle violations of related organizations and individuals (if any). In cases where all processes and procedures have been fully implemented in accordance with the provisions of law but citizens do not comply, have acts of resistance, or obstruct the construction unit, the organization shall enforce or protect the construction according to regulations.
Focus on reviewing existing problems and difficulties, resolving them within the authority and according to the policy documents of the Provincial People's Committee (for matters beyond the authority of the district). Have appropriate solutions to speed up the inventory, counting, appraisal, and approval of site clearance plans for the remaining cases.
