The Gia Nghia City Central Square project has a total investment capital of 400 billion VND. In 2024 alone, the capital allocated for the project is 54 billion VND. However, by the end of October 2024, the investor has only disbursed 14.5 billion VND, reaching 26.8% of the plan.

According to the Provincial Construction Investment Project Management Board (PPMB), the main reason for the low project disbursement rate is the lack of embankment materials.
Regarding this issue, Construction Corporation No. 1 (CC1) has completed the field exploration drilling of the material soil mine. CC1 is completing the report, submitting it to the Department of Natural Resources and Environment for appraisal, consulting the Provincial People's Committee to approve the soil mine and is expected to complete the mining license issuance in the first quarter of 2025.
The Project Management Board said that the slow progress of licensing procedures for Dak Nur B mine exploitation is due to the lack of consistency between plans. Currently, Dak Nur B mine alone is overlapping 5 different plans.
According to Decision 1757/QD-TTg, dated December 31, 2023, Dak Nur B hill area is planned as mineral mining land. Decision 487/QD-UBND of Dak Nong Provincial People's Committee, dated April 13, 2023, this area is mixed land. Decision 2077/QD-UBND of Dak Nong Province, dated December 9, 2022, the land use planning of this area is commercial service land.
Decision 1292/QD-UBND, dated August 14, 2013 of Dak Nong Provincial People's Committee, this area is green park land. Decision 378/QD-UBND, dated September 5, 2007 of Gia Nghia City People's Committee, this area is park land.
To resolve this issue, the Department of Natural Resources and Environment has organized work with departments and branches to adjust the planning, but has not yet reached an agreement. Not to mention, the volume of 70,500m3 of soil transported to fill the square project before has not completed the legal documents for exploitation.
“The investor proposes that the Provincial People's Committee approve the implementation policy according to Decision 1757/QD-TTg of the Prime Minister. As for small-scale planning under the province's authority, it will be adjusted later,” Deputy Director of the Project Management Board Nguyen Dai Ngoc proposed.

Regarding the issue of planning adjustment, Deputy Director of the Department of Natural Resources and Environment Vu Xuan Quynh said: "Relevant departments and branches have not yet reached a consensus for the Department of Natural Resources and Environment to make a decision. If possible, Gia Nghia City should make local adjustments to be consistent with the general planning, then perhaps it will speed up the progress and solve the problem of land filling."
In addition to the source of land, the project is stuck in a part of site clearance. Currently, there are about 10.59 hectares left, but Gia Nghia City has only handed over 2.78 hectares to the investor in the core area of the square. The remaining area of 7.18 hectares of parking lots, public toilets, etc. has not been handed over by Gia Nghia.
According to the Project Management Board, in 2024, the unit committed to disbursing about 35/54 billion VND of capital for the Gia Nghia Central Square Project. The remaining 19 billion VND, the Project Management Board proposed the Department of Planning and Investment to transfer to the Provincial Road 2 and Provincial Road 3 projects.
