TPO - The project to renovate and restore the site of Area I of Hue Citadel has missed the deadline for completion by the end of 2023, because many households in Hue City are still stubbornly "holding on" to the relic site, refusing to hand over the site to relocate and resettle in a new place.

However, due to land acquisition issues, many households subject to clearance continue to “stick around” in the project area, refusing to move, causing the work of cleaning, renovating, and restoring the site of Area I of Hue Citadel to be delayed. The entire 10km length of the perimeter of Hue Citadel and related areas have yet to be handed over to the Hue Monuments Conservation Center.

According to the reporter's records, by early 2024, there are still many households in the Thuong Thanh, Eo Bau, Ho Thanh Hao, and Tran Binh Dai areas that have not yet moved their houses out of the renovation project area.

The renovation therefore cannot be carried out thoroughly in each area. In many relic sites where houses have not been relocated or demolished, the construction unit is forced to "zone off" and wait for clearance before continuing to restore the site and clean up completely.

This situation not only hinders the progress of the investor and construction units in the renovation, but also causes the relic areas that have been cleaned up, the site restored, and returned to their original state to become wild again, because the entire relic site has not been handed over to the Hue Monuments Conservation Center for management and value promotion.

In the Upper Citadel, Eo Bau, the eastern area adjacent to Xuan 68 Road, which had been renovated and cleared since mid-2023, weeds and trees have now grown lush and green again. In some places, the regenerated weeds have grown taller than a person, re-encroaching on the banks of the Citadel. This place is about to return to the wild forest scene as before.

According to the Hue City Land Fund Development Center, in the Eo Bau area around the Upper Citadel, there are currently 99 households that have not yet handed over their land; most concentrated in Thuan Loc ward (36 households), Dong Ba ward (30 households), Tay Loc ward (24 households)...

In the Ho Thanh Hao area, 723 households had part of their land confiscated, but currently only 90 households have partially demolished their houses and handed over the land, the rest are still "inactive". At the Tran Binh Dai relic, only 28/116 households subject to clearance have handed over their land.

The representative of the Hue City Land Fund Development Center also said that because people are not satisfied with the compensation, support and resettlement policies, many households living in the relic area have not agreed to hand over the land, affecting the progress of landscape restoration and renovation in Area I of Hue Citadel.

Although the leaders of Hue City People's Committee, departments, offices and local authorities have repeatedly organized dialogues, worked, announced and mobilized to answer and guide people to understand the policies and regimes, many families have not yet complied with the handover. "Organizing and mobilizing people to hand over the land as soon as possible requires more drastic participation from the government, the grassroots political system, especially the consensus of the people towards joining hands to build a green, clean and bright Hue city", said a representative of the leader of the Hue City Land Fund Development Center.

With the current situation, the Hue Citadel Area I renovation project will be implemented in a rolling manner. The cleared land will be cleaned, renovated, returned and handed over to the competent authority for management. At the same time, the competent authority will continue to request an adjustment to extend the implementation time and complete the project by 1 year.
