The Tan Binh Bridge project and the National Highway 14E bypass through Tan Binh town will be implemented in the period from 2022 to 2025. The project will invest in the construction of a new Tan Binh Bridge with a prestressed reinforced concrete beam structure, the bridge length is 9 spans x 33m. The traffic roads at both ends of the bridge have a total length of 3.41km. The total investment of the project is 280 billion VND, of which the central budget is 252 billion VND, the rest is the budget of Hiep Duc district.
Up to now, the project construction site has been basically secured, only 2 households have not been resettled to construct the intersection at the beginning of the route adjacent to National Highway 14E. According to Mr. Nguyen Van Nam - Chairman of Hiep Duc District People's Committee, the project started to be implemented on April 27, 2022, so far the value of the construction volume has been 98 billion VND (about 40% of the contract value). The accumulated capital has been allocated more than 117 billion VND, of which the central budget is more than 110.7 billion VND and the district budget is nearly 6.4 billion VND. The accumulated disbursement has reached 100%.
“The District People’s Committee has now completed the disbursement, but the contractor still owes 20 billion VND in volume. The contractor has committed to speeding up the construction progress to settle the advance payment debt,” said Mr. Nam.

With the current progress, the Tan Binh Bridge project and the National Highway 14E bypass through Tan Binh town will not be completed by March 2025. Hiep Duc proposed that the Provincial People's Committee allow an extension of the project implementation time. According to Mr. Nguyen Van Nam, the contractor has committed that the Tan Binh Bridge will be closed and technically opened to traffic in June 2025. After that, all project items will be completed before the Quang Nam Provincial Party Congress for the 2025-2030 term.
Solving the problem of lack of fill soil
The difficulty of the Tan Binh Bridge project and the National Highway 14E bypass through Tan Binh town is that it requires a large amount of earth to be filled, about 110 thousand cubic meters of earth. However, earth mines in the province are currently very scarce. In Hiep Duc, there is no licensed earth mine.
“Currently, Hiep Duc has 1 land mine that the province has agreed to auction; 1 mine that is not auctioned and 1 location for public investment. We hope that the Department of Natural Resources and Environment will provide specific instructions for the locality to complete the documents and procedures for granting mining licenses,” said Mr. Nam.

According to Mr. Nguyen Truong Son - Deputy Director of the Department of Natural Resources and Environment, one of the reasons for the slow progress of the project lies in... construction materials. In reality, localities have not been really proactive, because the mine planning is already available. Based on the planned mines, localities must soon determine which locations need to be auctioned, which locations serve public investment, and not wait until there is a project to implement it.
For mines serving public investment, they only serve when implementing public investment projects. Licensing procedures are still carried out according to current regulations, ensuring transparent and public bidding, no one is allowed to appoint contractors. After integrating the steps, the time to grant a license to exploit an independent mine takes about 6 months.
As for projects to recover resources for public investment, the fastest procedure takes 2-3 months.

Inspecting the Tan Binh Bridge project and the National Highway 14E bypass through Tan Binh town (Hiep Duc), Vice Chairman of the Provincial People's Committee Tran Nam Hung said that, learning from the experience of the lack of fill soil, Hiep Duc needs to proactively apply for a mining license early, not to repeat the situation of having to deal with the project before struggling to find a solution. Applying for a mining license not only serves the project for this year but also for public investment projects in the following years.
“The Department of Natural Resources and Environment is requested to guide Hiep Duc district to complete the procedures as quickly as possible. Strive to complete the procedures for land acquisition to serve the project by November 15,” noted Vice Chairman of the Provincial People’s Committee Tran Nam Hung.
