Over the past years, with the attention of the entire political system, through National Target Programs (NTPs), support policies, the participation of the social community and the efforts of the people themselves, the livelihoods and incomes of the people in the province in general and poor households in particular have all been improved.
Looking from the poorest district in the country, Ky Son, we can see that clearly. According to the leaders of Ky Son district, in the period of 2016-2020, many poverty reduction models under Program 30a on supporting production development and livelihood diversification were implemented. The models that are close to the people and directly benefit the people have really been effective, such as: models of raising calves for breeding, raising goats for meat, raising wild pigs, growing Tam Hoa plums, etc.
From the “leverage” of effectively implementing the models, millionaires have emerged in the border areas of Ky Son, including many households with farms raising dozens of buffaloes, cows, and goats. According to Chairman of the People’s Committee of Ky Son District Nguyen Viet Hung, the projects and resources of the program are all aimed at supporting the poor so that they have livelihoods, jobs, and income with the aim of escaping poverty sustainably.
"In particular, in 2022, the capital from the National Target Program 1719 was allocated more than 2 billion VND, and the district implemented 2 projects on raising local heifers and raising crossbred Sind heifers with 134 participating households. Next, in 2023, this capital continued to allocate more than 6.3 billion VND and the district implemented 5 economic models including raising local heifers, supporting agricultural production machines, raising black pigs, raising ducks, and supporting grass carp breeds," said Mr. Hung.
In the period of 2016-2020, the implementation of projects to support production development, diversify livelihoods and replicate poverty reduction models in Nghe An province has received positive responses from all walks of life. Moving into the period of 2021-2025, the National Target Programs, focusing on the National Target Program 1719, continue to support the poor in having livelihoods, jobs, income, and proactively rising out of poverty.
With the core objective of supporting the right people, at the right time, in the right place, at the right moment...; the resources of the National Target Program have focused on basic support for livelihoods, production development, income increase...
To have resources for implementation, disbursement work has been promoted by all levels and sectors. By the end of 2023, the disbursement progress of capital for projects and sub-projects of the National Target Program 1719 was more than 23.5%. In particular, many projects and sub-projects have good disbursement rates such as project 1 with nearly 30%, project 4 with nearly 45%, project 6 with more than 45%...
It is known that since 2021, the People's Committee of Nghe An province has implemented the goal of leaving no one behind, by assigning departments, branches and units to help poor communes in the West. Over 10 years of implementing this policy, from various resources, the whole province has mobilized more than 310 billion VND to help poor communes; maintained and developed 72 effective livestock and crop models; supported people with about 6,000 cows and more than 3,000 livestock of all kinds, with a total amount of 73 billion VND.
In 2012, only 83 agencies and units received support for 86 poor communes; now, 113 agencies and units have received support for 115 poor communes. Mutual assistance activities have made an important contribution to improving material and spiritual life; creating conditions for people in difficult areas to have the opportunity to improve their lives and gradually escape poverty.
Among the agencies and units that receive support for poor households and poor communes, Nghe An Border Guard is one of the units that has left many impressions. In addition to receiving support for 3 poor communes according to the province's plan, Nghe An Border Guard also implemented a plan to assign border guard station party members to be in charge of households in the border area.
From this policy, the Provincial Border Guard Party Committee has assigned 522 party members to be in charge of 2,387 households. In 2023 alone, the border guards on the two border lines of Nghe An province have guided the people to effectively implement 59 economic development models, apply science and technology to livestock farming, production and effectively eliminate hunger and reduce poverty, suitable to the subjects, potentials and advantages of the locality.
On the two land and sea borders, the team of green-uniformed party members directly "held hands and guided" the construction of livelihood models, helping households raise awareness, motivating and encouraging the will to escape poverty. According to the Chief of Nhon Mai Border Guard Station (Tuong Duong) Phan Thanh Hong, the models have connected the army and people at the border. Timely motivating, supporting and encouraging households with the will to escape poverty.
The work of hunger eradication and poverty reduction; supporting the poor and poor communes with close-knit livelihood models is increasingly showing positive results. However, many communes in Nghe An province are still facing many difficulties. According to Decision 861 dated June 4, 2021 of the Prime Minister, Nghe An still has 76 communes in Region III, 38 extremely disadvantaged villages and hamlets. According to Decision No. 353 dated March 15, 2022, the province still has 4 poor districts including Ky Son, Tuong Duong, Que Phong, and Quy Chau. Up to now, the whole province still has more than 45,000 poor households, accounting for nearly 5.2%; over 50,000 near-poor households, accounting for more than 5.7%, in dire need of the support of the whole society.
Therefore, the continued promotion of the spirit of mutual assistance, support and assistance to poor households, especially people in 76 particularly disadvantaged communes of the province, must continue to be carried out more drastically and specifically with practical tasks and support. To achieve the most effective support, the most important thing is to closely follow the locality, carefully survey the right subjects to know what the localities and people need and what their urgent needs are, in order to build key and focal models to achieve even higher efficiency./.
