On July 15, at the Provincial Citizen Reception Office, Comrade Nguyen Xuan Ky, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, periodically received citizens according to Regulation No. 11 of the Politburo on the responsibility of the head of the Party Committee in receiving citizens, having direct dialogue and handling citizens' reflections and recommendations. Also receiving were Comrade Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee; Le Van Anh, Vice Chairman of the Provincial People's Council.

At the reception, after listening to citizens' opinions and recommendations, and the opinions of members of the Provincial Citizen Reception Council, as well as studying relevant documents and legal bases, the Provincial Party Secretary and Chairman of the Provincial People's Council gave directions on resolving a number of specific cases.
Regarding the case of households requesting to issue land use right certificates to households contributing capital to the Cau Sen Urban Area Project in Phuong Dong and Yen Thanh wards (Uong Bi City) with Hoa Nhan Company Limited, the Provincial Party Secretary and Chairman of the Provincial People's Council assigned the Provincial People's Committee to direct the Department of Finance to urgently complete the land price determination plan according to Conclusion No. 2096/KL-TTCP of the Government Inspectorate to promptly resolve the obligations and responsibilities of Hoa Nhan Company to the State to ensure thoroughly, without loss of state budget.
After completely resolving the financial obligations of Hoa Nhan Company Limited to the State, the Provincial People's Committee directed, urged and supervised the implementation of the responsibilities of Hoa Nhan Company towards secondary investors who contributed capital, ensuring the legitimate rights and interests of the people. Assign the Uong Bi City Party Committee to direct the City People's Committee and related units to closely coordinate and promptly review each specific case of households participating in contributing capital to the project, creating maximum conditions for people to build houses and stabilize their lives soon. The settlement process must ensure fairness, objectivity, publicity and transparency with the highest sense of responsibility towards the people.
The Provincial Party Secretary and Chairman of the Provincial People's Council also requested the Provincial Inspectorate, departments and branches to review all projects in the area according to Conclusion No. 2096/KL-TTCP of the Government Inspectorate to thoroughly resolve the remaining contents, especially those directly related to the rights and legitimate interests of the people.

Receiving and directing the settlement of petitions of 11 households in Group 8, Zone 5, Ha Lam Ward, Ha Long City, whose land was recovered to serve the road project along the drainage ditch of the saltwater bridge in Ha Lam Ward to K67 Bridge, Ha Khanh Ward, requesting to review the resettlement land price; support for house rent exceeding 6 months when not receiving resettlement land, the Provincial Party Secretary, Chairman of the Provincial People's Council, emphasized: The petitions of households about the desire to stabilize their housing and life after land acquisition are very legitimate wishes. Up to now, in the province's directives, the responsibilities of relevant agencies in preparing resettlement plans before land acquisition have been clearly defined to ensure that people subject to land acquisition, after land acquisition, will have new housing that is better than their previous housing.
The comrade assigned the Provincial People's Committee to urgently direct relevant agencies to focus on the highest responsibility to promptly resolve the second complaint so that people can soon have stable housing, in accordance with the provisions of the law. The resolution of the second complaint and other similar cases must ensure the principle that people must have a better life in their old place of residence, truly stabilize their lives in the specific context of the city to consider and resolve each specific case according to the provisions of the law, in accordance with practical conditions. The implementation process must ensure the motto "People know, people do, people inspect, people supervise, people benefit". The contents must be resolved promptly and thoroughly, not allowing the situation to drag on; at the same time, it must bind the responsibility of the city leaders and relevant departments and branches in considering and resolving people's petitions.

Through this, he also requested all Party committees, Party organizations, heads of Party committees, Chairmen of People's Committees at district and commune levels to pay special attention to properly taking care of the resettlement work for people when the State reclaims land for land acquisition and compensation according to the provisions of the Land Law.
Also on the same day, Comrade Nguyen Xuan Ky, Member of the Party Central Committee, Secretary of the Provincial Party Committee and the Provincial Citizen Reception Council directed the settlement of the cases of Mr. and Mrs. Nguyen Thi Lieu, Ms. Le Duc Hanh, Mr. Tran Duy Hien, and Ms. Nguyen Thi Thu Phuong, requesting to inspect, consider and issue a decision to grant certificates of land use rights, house ownership rights and other assets attached to land to the owners of apartments in the Apartment Project combined with a commercial center, service and office in Tran Hung Dao Ward, Ha Long City. The Provincial Citizen Reception Council assigned the People's Committee of Ha Long City to direct and request the investor and relevant responsible persons to organize dialogues and work directly with the apartment owners to clarify each content of the petition, reflection, and remaining problems that the investor's responsibility must resolve. Direct relevant agencies, units and functional forces to directly attend and supervise the dialogue and work between the investor and the building residents and resolve issues under the authority of state agencies.

Mr. Nguyen Trong Chinh, Zone 6, Yen Hai Ward, Quang Yen Town, requested to correct Decision 98 dated April 14, 1990 of the Department of Construction due to a mistake in the date of birth, leading to the file requesting to resolve the regime for resistance fighters infected with Agent Orange being returned. After listening to the citizen's presentation, the Provincial Citizen Reception Council assigned the Department of Construction to preside over and coordinate with the Department of Labor, War Invalids and Social Affairs; Provincial Social Insurance and relevant agencies to urgently verify the file, consider and resolve it thoroughly to ensure the legitimate rights of citizens according to the provisions of law.
Regarding the cases of Mr. Nguyen Tien Lieu, Mr. Dao Van Quang, and Mr. Nguyen Tuan Dat, representing households in Group 6, Zone 3, Gieng Day Ward, Ha Long City, who made a recommendation on establishing a 1/2,000 scale zoning plan for Zone 5 in Bai Chay, Gieng Day, Ha Khau, and Viet Hung wards, in which they suggested that the study of the planning of parking lots and public trees in the area of Ly Thuong Kiet Primary School was not really necessary. The Provincial Citizen Reception Council assigned Ha Long City to inspect and review the entire content of the citizen's petition, and on that basis, specifically resolve the contents according to legal regulations.
Receiving and directing the case of Mr. Nguyen Ba Hoan, a type A war invalid residing in group 1, zone 1, Cao Xanh ward, Ha Long city, requesting land for his family, the Provincial Citizen Reception Council guided the citizen to the Ha Long City People's Committee for consideration and resolution.

Also at the citizen reception, Comrade Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, requested to strengthen the responsibility of Secretaries, Chairmen of People's Committees at all levels and heads of departments, branches and localities in receiving people, resolving complaints and denunciations in accordance with the regulations of the Party and the State. Focus on reviewing, resolving and handling promptly and effectively the limitations and shortcomings, especially the long-standing issues that have caused public outrage. At the same time, it is necessary to review all cases that have not been resolved to date to have a solution in accordance with the provisions of law.
In the process of receiving people, resolving complaints, denunciations and petitions, each level, sector and locality must proactively take positive and effective measures to combat plots and tricks of sabotage, taking advantage of receiving people, resolving complaints and denunciations to cause internal disturbances by hostile forces, opportunists and politically dissatisfied elements, complicating the situation, affecting the stability and socio-economic development in the locality.
