Dong Anh district authorities submitted a document to the Hanoi People's Committee and the Department of Home Affairs on the establishment of Dong Anh district and its wards on June 21.
According to the project, Dong Anh is oriented to develop into a center of high-tech industry, services, finance, trade and international transactions in the northern Red River region, playing the role of a driving force for development in the north of the capital.
Dong Anh District was established on the basis of the original natural area of 185 km2, population of 437,000 people and 24 existing communes and towns. After being upgraded to a district, Dong Anh has 24 wards including: Dong Anh, Bac Hong, Co Loa, Dai Mach, Dong Hoi, Duc Tu, Hai Boi, Kim Chung, Kim No, Lien Ha, Mai Lam, Nam Hong, Nguyen Khe, Tam Xa, Thuy Lam, Tien Duong, Uy No, Van Ha, Van Noi, Viet Hung, Vinh Ngoc, Vong La, Xuan Canh, Xuan Non.

Regarding administrative boundaries, the east of the district borders Tu Son city and Yen Phong district (Bac Ninh); the west borders Me Linh district and Dan Phuong district; the south borders Gia Lam district, Long Bien district; the north borders Soc Son district with the boundary being Ca Lo river. The district has met 5/5 criteria for establishing a district and 4/4 criteria for establishing a ward (social infrastructure; urban engineering; environmental sanitation; landscape architecture...).
The district also organized a consultation with voters and People's Council delegates at all levels. The results of the consultation on June 11 showed that more than 99% agreed with the project to establish Dong Anh district and its wards. However, voters suggested that after the establishment of the ward, some names with long-standing cultural and historical significance of the locality be kept; continued investment in cultural houses, entertainment areas, and community activity areas; and more attention paid to environmental issues and clean water.

Dong Anh is 13 km from Noi Bai International Airport, with many arterial roads such as Thang Long - Noi Bai (Vo Van Kiet Street), Nhat Tan - Noi Bai Expressway (Vo Nguyen Giap Street), extended National Highway 5 (including Truong Sa and Hoang Sa Streets), National Highway 3... There are two railway lines running through Dong Anh, connecting the center of Hanoi with Thai Nguyen and Lao Cai provinces.
The district has two large industrial parks, Bac Thang Long and Dong Anh; 3 industrial clusters, Nguyen Khe, Lien Ha, Van Ha. In addition, the district has a number of famous traditional craft villages such as: Wood carving and fine art wooden products in Van Ha, Thuy Lam, Lien Ha communes; lacquer and spray-painted wooden products in Lien Ha, Bac Hong, Thuy Lam communes; steel and mechanical production in Duc Tu commune.
In addition to existing urban areas and concentrated residential areas, the district has been forming new urban areas such as: Eurowindow River Park in the resettlement areas of Dong Hoi, Kim Chung...

According to the People's Committee of Dong Anh District, the establishment of the district will have a strong impact on the economic growth of the district in particular and the whole of Hanoi in general. However, the district will also have certain difficulties, especially the unsynchronized infrastructure; the habits and lifestyles regarding environmental protection of some people are still limited.
Socio-economic development and urbanization in the industrialization period will lead to many new problems such as: Agricultural land fund is narrowed; the situation of rural workers moving to urban areas to find jobs will increase, creating pressure on the demand for jobs and housing.
The project to establish Dong Anh district will be submitted to the City People's Council for consideration and approval at the meeting in early July and the city will complete the dossier to submit to the Government and the National Assembly Standing Committee by the end of 2023.
Hanoi currently has 12 districts (Ba Dinh, Dong Da, Cau Giay, Tay Ho, Bac Tu Liem, Nam Tu Liem, Thanh Xuan, Hai Ba Trung, Hoan Kiem, Hoang Mai, Ha Dong, Long Bien), 17 rural districts (Dong Anh, Gia Lam, Ba Vi, Me Linh, Quoc Oai, Thanh Oai, Chuong My, My Duc, Soc Son, Thanh Tri, Phu Xuyen, Dan Phuong, Hoai Duc, Phuc Tho, Thach That, Thuong Tin, Ung Hoa) and Son Tay town.
The city aims to have 3-5 districts upgraded to districts in the 2021-2025 period. In the immediate future, it will prioritize resources and complete criteria to upgrade Dong Anh and Gia Lam districts to districts in 2023.
