Dong Anh District has a natural area of ​​185.68 km2, a population of over 437,000 people, and 24 subordinate commune-level administrative units; it is also home to many major transportation routes. After 62 years of being merged into Hanoi , Dong Anh District is facing the opportunity for a significant transformation as it is about to be recognized as a district of the capital city.

Focus, be decisive.

2023 is considered a pivotal year for Dong Anh district, Hanoi, to complete the remaining criteria to become a district-level administrative unit. With a focused and decisive approach, in the first nine months of the year, the district successfully implemented socio-economic development tasks, ensured national defense and security, and promoted social welfare. The security and political situation in the district remained stable, many large projects continued to be implemented, and major investors continued to show interest, research, and invest in the area.

Some notable achievements include: Leadership and guidance continued to be carried out systematically and scientifically, with clear assignment of responsibilities. Focus was placed on reviewing and evaluating, ensuring the timely and high-quality completion of the mid-term summary report on the implementation of the resolutions of the 29th District Party Congress. The dossier for the establishment of Dong Anh District and its wards was finalized.

Simultaneously, financial management and construction investment were proactively implemented and managed flexibly and promptly. Planning and management were intensified, with initial progress towards completing the proposal for the planning of the North Red River City – encompassing the three districts of Dong Anh, Me Linh, and Soc Son – in accordance with Resolution 15 of the Politburo.

Land management, especially of public agricultural land, non-public agricultural land, and alluvial land along rivers, has been strengthened. Traditional cultural, sports, and educational activities organized in Dong Anh have increased in both scale and quality.

Furthermore, the care for beneficiaries of social policies has been implemented promptly, effectively, fully, and correctly, reaching the right people and the right target groups. Activities ensuring social security have been given attention, contributing to improving the quality of life for the people in the district. National defense, security, politics, and social order and safety have been maintained, ensuring security for important national and capital city events…

Ready to be upgraded to district

Recently, the Hanoi People's Council approved the plan to establish Dong Anh district with an area of ​​over 185 square kilometers and a population of 400,000 people. 24 communes and towns will also be upgraded to wards.

Regarding the criteria for establishing a district, according to the Hanoi Rural Development Program Coordination Office, Dong Anh district currently has 12 communes recognized as achieving advanced rural development standards. As for the criteria for an advanced rural district, Dong Anh district has met 6 out of 9 criteria. The remaining three unmet criteria are: health - culture - education, economy, and environment. These criteria are considered very high, even higher than those for urban areas, such as schools and cultural facilities, which the district is urgently working to improve.

With the advantage of being a gateway from the world to Hanoi, close to Noi Bai airport, and having major transportation routes connecting the region, the "new district" of Dong Anh will receive increased investment in technical infrastructure, policy mechanisms, and a larger number of government officials and security personnel. As a result, residents will benefit from many advantageous social welfare mechanisms.

In particular, according to the new orientation of the revised master plan for the construction of Hanoi until 2030 with a vision to 2050, Dong Anh will be located within the city north of the Red River, becoming a new growth pole of the capital.

In terms of infrastructure, Dong Anh has a comprehensively connected transportation system including the Thang Long - Noi Bai Expressway, the Nhat Tan - Noi Bai Expressway, the extended National Highway 5, the Truong Sa - Hoang Sa Boulevard, National Highway 3, roads 23B and 23A, the Thang Long Bridge, and the Dong Tru Bridge… This dense transportation network has become a driving force for Dong Anh's development compared to the inner city area.

In the coming period, key transportation projects such as the Tu Lien Bridge, Thuong Cat Bridge, the new Thang Long Bridge, the elevated railway system, and the ring road passing through Dong Anh district will be prioritized for implementation. Once completed, the Tu Lien Bridge will shorten travel time from Dong Anh to the center of Hanoi to approximately 10 minutes.

In addition, government offices, universities, hospitals, national exhibition centers, and industrial production facilities are being newly built or relocated from central districts to Dong Anh, creating a large demand for housing for workers; attracting businesspeople and professionals to work and live there.

Furthermore, many large real estate companies such as Sungroup, Vingroup, Eurowindow Holding, BRG, TH Medical, etc., have chosen Dong Anh to develop housing and urban projects, contributing to raising the living standards of residents in the area. Thanks to its convenient access to the city center and the airport, Dong Anh will also be a "bright spot" anticipating the trend of population decentralization from the four inner districts, in line with Hanoi's historical inner-city zoning plan.
