Create the most favorable conditions for the implementation of rural clean water supply.
The above content is in Notice No. 197/TB-UBND dated November 4, 2024 of Vinh Phuc Provincial People's Committee signed and issued by Vice Chairman of the Provincial People's Committee Vu Viet Van, after a meeting to listen to relevant agencies, units and localities report on the progress of rural clean water supply from centralized water supply works.
All levels, sectors, agencies and units proactively review and speed up the progress of handling tasks under their authority with the spirit of creating the most favorable conditions for the implementation of rural clean water supply from centralized water supply works.
Request the People's Committees of districts to strengthen propaganda and mobilize people to use clean water from centralized water supply works.
The Department of Construction, Department of Transport, Department of Natural Resources and Environment, Department of Planning and Investment, according to their functions and tasks, when there are recommendations and proposals related to water supply for people in rural areas of water business companies, need to focus on and prioritize early resolution of related procedures (investment, licensing...) according to regulations.
At the same time, the Department of Agriculture and Rural Development and the Department of Planning and Investment are assigned to regularly grasp, update, and urge the progress of rural clean water supply from centralized water supply works in the whole province (especially for districts with low usage rates, not meeting the criteria of new rural districts).
Fear of the possibility of "not being able to react in time"
Vinh Phuc currently has 31 centralized clean water plants invested with a total capacity of over 349,500 m3/day and night. Of these, 29 plants are operating with a designed capacity of over 187,500 m3/day and night. The whole province has 62 communes with pipelines from the centralized clean water supply system, reaching 60.7%; 40 communes have not been supplied with centralized clean water.
The rate of households in Vinh Phuc province using clean water that meets the standards of the Ministry of Health is 81.3%. However, the rate of households using clean water from centralized water supply works is still low, only 24.1% (compared to the target in Plan 258/KH-UBND, by 2025 the rate of rural households using clean water will reach 70%, of which the rate of rural households using clean water from centralized water supply works will reach 51%).
The low rate of households in rural areas using clean water has caused a major obstacle in completing criterion No. 18 on the quality of living environment of communes that are building advanced and model new rural communes in the province. At the same time, it also affects the efforts to strive to complete the goals of the Resolution of the 17th Provincial Party Congress, term 2020-2025, set out for the National Target Program on New Rural Construction.
Talking to reporters of Kinh te & Do thi newspaper, many businesses implementing clean water projects agreed with the efforts of the provincial People's Committee leaders in listening to opinions from businesses, actively removing difficulties in implementing clean water projects, and increasing the rate of rural people accessing and using clean water to ensure hygiene and health safety.
However, opinions from businesses also expressed concern about the situation of "not being able to react in time", making it difficult to increase the rate of people using clean water, when the target set by the Resolution of the 17th Provincial Party Congress, term 2020-2025 for the National Target Program on New Rural Construction, is currently entering the final stage.
“The Resolution sets the target for the 2020-2025 period for 70% of rural households to have access to clean water, of which 51% of rural households will have access to clean water from centralized water supply projects. However, it is almost the end of 2024, but the rate of households using clean water from centralized water supply projects is still low, only 24.1%. So, with only 1 year left, it will be very difficult to complete the target,” said a leader of a clean water supply enterprise in Vinh Phuc province.
Another reason why many investors in clean water projects are hesitant is that when investing in construction projects, in some localities, people still refuse to use clean water, leading to investment efficiency not meeting expectations.
