Comrade Le Huyen, Vice Chairman of the Provincial People's Committee chaired the meeting.
Speaking at the conclusion of the meeting, Mr. Le Huyen, Vice Chairman of the Provincial People's Committee, requested the Management Board of Investment Projects for Construction of Agricultural and Rural Development Works to proactively review and promptly remove difficulties and obstacles; urge contractors to speed up project implementation progress; take measures to handle contractors who are behind schedule. In addition, coordinate with relevant departments and localities to speed up site clearance progress; make advance payments and timely payment of capital to have a basis to urge contractors to perform according to the committed workload. The Department of Natural Resources and Environment and localities with recovered land need to complete the dossier of proposals for forest land conversion in accordance with regulations; speed up the settlement of land-related procedures to pay compensation for site clearance, and promptly hand over land to contractors to implement the project. The site clearance process needs to be carefully reviewed, ensuring tight documentation, handing over and marking specific recovery boundaries, and avoiding problems. The capital disbursement time in 2023 is still very limited, so there needs to be effective solutions, high determination, and striving to disburse the maximum amount of allocated capital. In cases where there are still difficulties in disbursement due to objective reasons, it is necessary to proactively coordinate with sectors and units to complete procedures to request extensions, extend project completion time, and request capital transfer in accordance with regulations.
