Phuoc Diem Border Guard Station is responsible for managing and protecting the BGB area with a length of 14km belonging to Phuoc Diem and Ca Na communes (Thuan Nam). There are a total of nearly 5,100 households/23,033 people living in the area; National Highway 1, the North-South railway, and the coastal road run through; there is 1 fishing port, 1 general seaport that has been partially put into operation and is continuing to invest in construction. Local people live in many industries, but mainly in fishing, seafood exploitation and trade - services related to fishing. Currently, there are a total of 799 fishing vessels/215,392CV/6,206 workers in the area, of which 349 vessels operate offshore seafood exploitation.
Officers and soldiers of Phuoc Diem Border Guard Station propagate to fishermen to comply with regulations on IUU.
Major Quang Minh Thong, Political Commissar of Phuoc Diem Border Guard Station, said: In order for the emulation movement to go into depth and promote positive effects, every year, the Party Committee and the Command Board of the station widely launch the movement to all officers and soldiers of the unit with specific and practical emulation contents, associated with the implementation of breakthroughs. Responding to the emulation contents, the spirit of daring to think, daring to do, daring to take responsibility of the officers and soldiers of Phuoc Diem Border Guard Station is clearly demonstrated; 100% of officers and soldiers registered and enthusiastically competed to successfully complete the central political tasks. As a result, in 2023, 1,342 officers and soldiers participated in patrols on shore and at sea; organized registration, signing, and verification for 4,547 fishing boats/31,675 sea workers; completed entry and exit procedures for 117 domestic and foreign transport ships. Through inspection, 28 cases/28 vehicles were detected and administratively sanctioned, and 155 million VND was collected for the state budget. In the fight against and prevention of crime, the unit regularly organizes professional measures, closely follows the area, grasps information from the people to serve the fight; directly arrests 2 cases/2 subjects and coordinates with Thuan Nam District Police to arrest 1 case/1 subject who committed the crime of illegal possession of drugs; coordinates to arrest 1 case/1 subject with a wanted warrant who is hiding in the area. In addition, the station also closely coordinates with the district police and military forces to effectively implement Decree No. 03-ND/CP dated September 5, 2019 of the Government on security protection, maintaining order, social safety and national defense tasks. Coordinates with Thuan Nam District People's Committee to review and mobilize vehicle owners to participate in self-management models of security and order in the BGB area; advised on the establishment of 11 safe boat teams/44 vehicles/440 crew members and 15 self-management teams on security and order/69 members and 29 safe boat teams/124 vehicles/1,088 crew members. During the year, the station also coordinated with the People's Committees of coastal communes to propagate the Party's guidelines and policies, the State's laws in 24 sessions/1,500 listeners; coordinated with the Binh Thuan Maritime Port Authority to organize 2 propaganda sessions for fishermen about Vietnam's seas and islands, Vietnam's Maritime Law and maritime security and safety, raising awareness, consciousness and responsibility of the people and fishermen in exploiting seafood in accordance with the law; overcoming, preventing and ending the situation of illegal, unreported and unregulated (IUU) fishing; at the same time, organizing 857 vehicle owners to sign a commitment not to violate IUU.
Along with the central political task, Phuoc Diem Border Guard Station also effectively promotes movements, programs and models to help people develop socio-economy, typically the movements "Border Guards join hands to build new countryside", "Helping children go to school", "Border Guards helping hands", "Rice jar of love", "100 Dong house", "Breeding cows to help the poor in the border area", "Accompanying women in coastal areas"... At the same time, the unit also regularly visits and gives gifts to policy families, poor households, and children in difficult circumstances in the area on holidays, Tet, and anniversaries of the industry and locality. Thereby, the relationship between the army and people on the sea route is strengthened, and people see the Border Guards as if they were brothers and grandchildren visiting their homes!
Thanks to the efforts of the collective and each officer, over the years, Phuoc Diem Border Guard Station has received many certificates of merit from the Border Guard Command, the Provincial People's Committee, the People's Committee of Thuan Nam District and the Fatherland Front at all levels in performing national defense and security tasks and in patriotic emulation movements in the locality. In 2023 alone, the unit continued to maintain the title of "Determined to Win Unit" awarded by the Border Guard Command. Commenting on Phuoc Diem Border Guard Station, Colonel Ngo Van Lang, Political Commissar of the Provincial Border Guard, said: Over the years, Phuoc Diem Border Guard Station has always been one of the typical units, a bright spot of the Provincial Border Guard in the emulation movement. With outstanding results, the Border Guard Command awarded the title "Determined to Win Unit" for its excellent performance in completing tasks and being typical in the 2023 Border Guard Movement of the entire force, the Provincial Border Guard Party Committee - Command believes that in 2024, Phuoc Diem Border Guard Station will continue to unite, strive, overcome difficulties and challenges, grasp the area, and advise well on border work tasks for the Provincial Border Guard and local Party committees and authorities.
