Positive results
In implementing Regulation No. 11-QDi/TW, the leaders of the Party Committees at all levels of Dien Bien province have seriously carried out the work of receiving people, dialogue and resolving people's reflections, recommendations, complaints and denunciations. The Party Committees at all levels have proactively directed the dissemination and promulgation of documents guiding the implementation in a synchronous and effective manner. At the same time, the heads of the Party Committees always pay close attention, regularly inspect, supervise and urge the Party Committees, Party organizations, authorities and heads of agencies in the work of receiving people and resolving petitions and complaints, ensuring that the work is carried out comprehensively and in accordance with regulations.
Dien Bien Provincial Party Committee has issued a program for full-term and annual inspection and supervision of the contents of Regulation No. 11-QDi/TW. In 5 years (2019 - 2024), Party committees and Inspection Committees at all levels have conducted 50 inspections and supervisions of 52 Party organizations on the leadership, direction and organization of the implementation of Regulation No. 11-QDi/TW and Party regulations and State laws related to citizen reception, dialogue, handling and resolution of people's reflections, recommendations, complaints and denunciations. Of which, the Provincial Party Committee Standing Committee conducted 2 inspections of 2 Party organizations and 2 Party members; 4 inspections of 11 Party organizations; the Provincial Party Committee Inspection Committee conducted 11 inspections and supervisions of 11 Party organizations. The Party Committee and the District Inspection Committee conducted 33 inspections (22 inspections, 13 supervisions) of 35 Party organizations. Through the inspection and supervision work, shortcomings and limitations in the work of receiving citizens, handling complaints and denunciations, and protecting whistleblowers of the Party Committee leaders and some units were promptly corrected. The results of the inspection and supervision showed that 100% of the Party Committees and agencies and units inspected and supervised did not detect any cases of Party Committee leaders violating the contents of Regulation No. 11-QDi/TW.
Regular and ad hoc work with the secretaries of the direct subordinate Party Committees and heads of relevant agencies and units at the same level on the work of receiving people, meeting, dialogue with people and handling people's reflections, recommendations and complaints is one of the important and key contents in implementing Regulation No. 11-QDi/TW. In Dien Bien province, the heads of Party Committees from the province to the district always pay attention and seriously implement it through direct working sessions at the grassroots level and quarterly, 6-month, 9-month and annual conferences on internal affairs, anti-corruption, negativity and judicial reform.
In the past 5 years, leaders of Party committees at all levels have organized 225 regular and ad hoc meetings related to citizen reception, of which: the Provincial Party Secretary organized 33 meetings and the district Party Secretary organized 192 meetings. After the conferences and meetings, a concluding notice was issued to direct Party committees, agencies and units to perform their tasks well, including citizen reception, handling and resolving petitions in accordance with regulations, minimizing the number of prolonged petitions and petitions that go beyond the level.
Over the past 5 years, the leaders of the Party Committees at all levels in Dien Bien province have organized 799 regular meetings with 846 citizens (11 meetings at the provincial level, 14 citizens; 93 meetings at the district level, 115 citizens; 695 meetings at the commune level, 717 citizens). The number of unscheduled meetings with 771 citizens was 679 (1 meeting at the provincial level, 16 citizens; 59 meetings at the district level, 71 citizens; 619 meetings at the commune level, 648 citizens). The contents of recommendations and reflections are mainly related to the field of land management, compensation and support policies when the state reclaims land to implement socio-economic development projects in the area. Up to now, the total number of received and processed feedback, recommendations, complaints and denunciations is 1,875 cases, of which 1,600 cases have been processed, reaching 85.4%.
It can be said that the leadership, direction and implementation from the province to the grassroots level in the task of receiving citizens, directly dialogue with people and handling people's opinions and recommendations in Dien Bien province have created positive changes in all fields, strengthening people's trust. The rate of petitions and complaints that go beyond the level has decreased over the years, and there have been no "hot spots" that cause insecurity and disorder in the area.
The decisive lesson
Comrade Chu Xuan Truong, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, said: To effectively implement Regulation No. 11-QDi/TW, first, Party committees at all levels must develop and issue leadership and direction documents; specify regulations on receiving citizens, handling complaints and denunciations, and recommendations and reflections, which must comply with Party regulations and State laws; the process and procedures must be concise, clear to the person and clear to the work. In organizing the implementation, the head of the Party committee must lead and direct the advisory agencies to coordinate well, grasp the situation, verify the case, and organize inter-sectoral meetings (if necessary) to clarify the content of citizens' reflections before advising the head of the Party committee to receive citizens. Develop appropriate inspection and supervision plans to urge and direct the reception of citizens and the settlement of citizens' petitions by Party committees at all levels and agencies and units. At the same time, focus on training, fostering, and arranging staff with sufficient capacity, qualifications, experience, and qualities to undertake the work of receiving people, advising on handling and resolving petitions.
Tuan Giao is the pioneering locality of the province in implementing the Project of Restructuring the Agricultural Sector towards increasing added value and sustainable development. Up to now, the whole district has actively converted the crop structure on the fields to grow macadamia, coffee and fruit trees. Currently, the whole district has over 6,000 hectares of macadamia; 1,292 hectares of coffee and over 600 hectares of fruit trees. Of which, many areas are harvested, bringing high economic efficiency. To achieve such results, it requires the head of the Party Committee to have a spirit of determination, take drastic actions, and be ready to take responsibility for each decision and policy on socio-economic development in the locality.
Mr. Le Xuan Canh, Secretary of Tuan Giao District Party Committee, shared: First of all, the head of the Party Committee must have a correct and full awareness of the role and responsibility of the head from the policy to the leadership of the organization and implementation. Work in the direction of truly trusting the people, respecting the people, being close to the people, and being responsible to the people. Always attach importance to the work of grasping the people's situation, thereby having timely and effective solutions suitable to reality. In particular, the head of the Party Committee and the government must dare to think, dare to do and dare to take responsibility. When the policy is agreed upon, only discuss and do, not back down; do and learn from experience; most importantly, do it resolutely, determined not to let it "cool down".
Or, although it is an area with many projects requiring site clearance, with long-term and complicated problems, by skillful and creative methods, Muong Ang district has successfully resolved difficulties, completed and promoted the effectiveness of investment projects.
Mr. Nguyen Tien Dat, Secretary of Muong Ang District Party Committee, said: For Muong Ang district, the leaders of Party committees and authorities at all levels must clearly identify the people as the center and the subject in construction and development. Serving people's lives is the goal and driving force in leading and organizing the implementation of tasks of Party committees and authorities at all levels. Therefore, district leaders, heads of departments, offices, Party committees and authorities of communes must increase direct dialogue activities with cadres, union members, association members and people; listen to and grasp difficulties and problems to promptly find solutions.
Faced with increasingly high practical requirements, Dien Bien province will continue to promote the achievements it has made, while overcoming shortcomings and limitations, thereby proposing appropriate solutions to effectively implement Regulation No. 11-QDi/TW of the Politburo on "Responsibilities of Party Committee leaders in receiving people, having direct dialogue with people and handling people's reflections and recommendations".
