The Deputy Prime Minister asked the delegates to focus on discussing and evaluating the results of the implementation of the Resolution of the 13th National Party Congress, the 10-year socio-economic development strategy for 2021-2030, and the resolutions of the Party Congresses of the North Central and Central Coast provinces. Thereby, continuing to affirm the correctness of major goals and policies; identifying new, important, and strategic issues that need to be added to the documents of the 14th National Party Congress.
In the new context, delegates need to point out the products, potentials, advantages, and differences in each locality, creating a competitive brand for the region and the country; propose new thinking, approaches, and solutions in implementing breakthroughs in institutions, infrastructure, and human resources.
"There are goals, tasks, and policies that have been set out very correctly but have not been achieved. Therefore, the documents of the 14th National Party Congress need to have innovation in thinking, working methods, and accompanying synchronous solutions," the Deputy Prime Minister suggested.

Sharing the bottlenecks in the real estate market, site clearance, investment attraction, human resources, regional transport system, etc., Thua Thien Hue Provincial Party Secretary Le Truong Luu said that it is necessary to immediately remove institutional and legal obstacles to create new development resources, and overcome the situation where a number of officials and civil servants avoid, push away work, and lack responsibility in performing public duties.
"When an FDI enterprise withdraws, what will we have left if we only do processing and assembly?", Mr. Le Truong Luu raised the issue and said that there should be a policy to select investment attraction, receive technology transfer, and master technology towards building a self-reliant economy, capable of responding to fluctuations and value chain disruptions in the world market. Khanh Hoa Provincial Party Secretary Nguyen Hai Ninh suggested focusing on fundamental industries (metallurgy, mechanical engineering, chemicals, energy, materials, digital technology), and setting corresponding goals on mechanisms, policies, resource mobilization, and training of high-quality human resources.
From the local reality, Ha Tinh Provincial Party Secretary Hoang Trung Dung wondered: How to record different opinions, speak the truth, think honestly, not speak one-sidedly, and at the same time promote local initiative and creativity instead of waiting for the Central Government. "The pilot implementation of new mechanisms, policies, and organizational models needs to be cautious, collect comprehensive opinions, especially those models with different opinions, to avoid the situation of piloting for a long time and then returning to the same old way," said Mr. Hoang Trung Dung.
Emphasizing the need to tighten regional connectivity, Secretary of the Da Nang City Party Committee Nguyen Van Quang and Secretary of the Nghe An Provincial Party Committee Thai Thanh Quy said that it is necessary to resolve the issue of mechanism, role, position, and responsibility of the Regional Coordination Council, resources for implementing regional planning; continue to upgrade and expand existing expressways, and prioritize investment in high-speed railway sections passing through the region.
Leaders of Binh Thuan province and Da Nang city proposed to summarize and evaluate the implementation of specific mechanisms in some localities as a basis for legalization, "creating a common ground" on mechanisms and policies for other localities; soon piloting some new issues and new policies, such as building financial centers, free trade zones, developing human resources for the semiconductor chip industry, offshore wind power, etc.
According to Phu Yen Provincial Party Secretary Pham Dai Duong, in the coming period, institutional work will not stop at removing difficulties arising from practice and obstacles, but must create new development space for the economy, forecast and promptly update trends and changes in the world situation, especially in new fields (climate change, energy, innovation, science and technology, etc.).
Binh Dinh Provincial Party Secretary Ho Quoc Dung proposed adding a breakthrough in social security policies on education, employment, healthcare, social assistance, etc.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha highly appreciated the contributions to renew the contents and tasks stated in the documents of the 14th Party Congress, especially the new group of issues raised for the whole country, as well as from the characteristics and practices of the localities in the North Central and Central Coast regions.
"The contents, tasks and goals stated in the document are general and comprehensive, but the implementation process needs to have a specific roadmap, focus and key points in each stage, in accordance with reality, forecast basis, and priority level for the whole country and the region," said the Deputy Prime Minister, noting that it is necessary to clearly define the mechanism for mobilizing and managing resources from the state and society.
Taking note of the delegates' opinions, the Deputy Prime Minister emphasized the importance of building an open economy, but ensuring independence and autonomy through economic restructuring, improving growth quality, innovation in attracting FDI, developing agriculture, focusing on the domestic market, overcoming the situation of "too many engineers, not enough skilled workers", researching and mastering basic industries and technologies... In particular, it is necessary to identify products, stages, and fields with advantages, suitable to the level and capacity of the economy in the global value chain.
Besides, localities in the North Central and Central Coast regions need to have appropriate approaches to preserve, exploit and develop the economy from the potential of cultural and natural heritage.
The Deputy Prime Minister said that it is necessary to strongly innovate in institution building towards creating new development space, promoting the spirit of innovation, creativity, daring to think and dare to do from managers to businesses and people.
Discussing the "problem" of implementing regional planning and strengthening regional connectivity, the Deputy Prime Minister said that, along with institutionalizing the role, position, and management tools of the regional coordination council for activities that are regionally connected in terms of geography, nature, culture, society, economy, etc., localities must proactively unify operating regulations, organize the selection of tasks, and prioritize regional projects and works.
The Deputy Prime Minister also gave his opinion on the proposal to synchronously upgrade expressways, build high-speed railways connecting regionally and internationally, synchronously connecting with sea routes, inland waterways, developing urban railways; attracting and retaining talents, improving the quality of officials and civil servants; the role of the State in training human resources for new industries, foundational industries; ensuring social security, equity, providing essential social services for people affected by economic development, energy transition, formation of new industries, climate change, environmental pollution, etc.
