After half a year of implementation, this digital transformation model has been supported by the people, reduced procedures and was especially reported to the Government by the Steering Committee for Administrative Reform last July as one of the good practices.

CHANGE DRIVING LICENSE IN LESS THAN 20 MINUTES
According to Ngu Hanh Son District Medical Center, since its implementation at the beginning of the year, the unit has supported more than 1,700 applications for driver's license renewal, not only for Ngu Hanh Son District locals but also for other districts and towns as well as people from neighboring districts and towns from Quang Nam because it is quick and convenient.
Mr. Nguyen Thanh Thai (55 years old, living in Cam Le District, Da Nang City) heard a friend's recommendation and immediately went to Ngu Hanh Son District Medical Center to change his B2 driver's license. After submitting his personal documents such as ID card, old driver's license, and ID photo, he was examined by medical staff and assisted in registering information with personal data connected to the National Public Service Portal, thereby quickly resolving the driver's license change procedure. "Normally, to change a driver's license, you have to go to a medical facility for a health check, then continue to bring the documents to the one-stop department to do the procedure, going through many steps, taking time. Ngu Hanh Son District Medical Center has integrated it quickly, I only go once and then wait to receive the new driver's license at home, very convenient", Mr. Thai shared.
According to the procedure, after a health check-up of about 30 minutes (depending on the condition), people only need less than 20 minutes to complete the procedures for issuing and exchanging driving licenses. Ms. Tran Thi Ai Quynh, Information Technology Team of Ngu Hanh Son District Medical Center, said that at the step of exchanging driving licenses, if people already have an electronic identification account, public service account, interconnected information, etc., it only takes 10 minutes; if people do not have one, the staff will support this step, so it takes an additional 10 minutes.

Mr. Nguyen Tien Hung, Director of Ngu Hanh Son District Medical Center, further explained that according to regulations, people who want to change their driving license need to provide a health certificate (can be an electronic copy) from a medical facility, an old driving license, personal documents and submit it to the Department of Transport or the Road Administration. However, Ngu Hanh Son District Medical Center has established an Information Technology Team, implemented data connection for driver health certificates, promoted the spirit of digital transformation, and is qualified to integrate health examination and online registration for level 4 driving license renewal from class B2 and above on the National Public Service Portal.
Health examination data for citizens when exchanging driving licenses at Ngu Hanh Son District Medical Center integrates health examination data into the Health Insurance Assessment Portal and is synchronized on the National Public Service Portal, serving the issuance and exchange procedures, supporting people to avoid having to go through an additional "step" of going directly to the administrative center to do the procedure.
Speaking to Thanh Nien reporter, Mr. Bui Hong Trung, Director of the Department of Transport of Da Nang City, said that the National Public Service Portal system connects citizens' electronic identification data with the driver's license data of the Ministry of Transport and the health certificate data of the Ministry of Health. "The system is a big step forward in digital transformation, application, and exploitation of digital data from the central to local levels. The Department of Transport of Da Nang City has coordinated with the Department of Information and Communications and the Medical Center of Ngu Hanh Son District to test, connect data, and successfully implement online conversion of level 4 driver's licenses completely on the network environment. Currently, this breakthrough digital transformation model meets the needs and aspirations of people in Da Nang City," said Mr. Bui Hong Trung.
