Enterprises propose to reduce total petroleum source allocated for 2024
The proposal to adjust down the total amount of petroleum allocated for the whole year of 2024 was made by a number of key petroleum traders at a meeting on September 18 at the Ministry of Industry and Trade.

On September 18, in Hanoi, the Ministry of Industry and Trade met with petroleum business leaders to discuss the implementation of total petroleum resources and solutions to ensure petroleum supply at the end of the year.
Regarding the implementation of the 8-month petroleum supply situation and the total minimum petroleum supply allocated in 2024, Ms. Nguyen Thuy Hien, Deputy Director of the Domestic Market Department, said that the total minimum petroleum supply in 2024 assigned by the Ministry to the petroleum trading key traders (36 traders) is a total of 28.43 million m3/ton of all types of petroleum.
According to reports from key petroleum traders, the total imported and domestic purchases in the first 8 months reached 18.16 million m3/ton, equal to 63.7% of the total minimum source assigned by the Ministry, equal to the same period last year.
In terms of 8-month consumption, it reached about 18 million m3/ton (average consumption of about 2.25 million m3/ton/month), an increase of 4% over the same period in 2023. Current inventory is 1.95 million m3/ton, an increase of 8% over the same period in 2023.
In the past 8 months, 34 traders have implemented the total source of petroleum, a decrease of 2 traders compared to the beginning of 2024 (1 trader had its Certificate revoked and 1 trader's Certificate expired). 22/34 traders have achieved over 60% of the plan to implement the minimum total source assigned in 2024, of which 6 traders achieved high results, exceeding 100%.
Mr. Tran Ngoc Nam, Deputy General Director of Vietnam National Petroleum Group (Petrolimex) said: "In the first 8 months of the year, the company has implemented 60% of the annual plan and nearly 90% of the total resources allocated by the Ministry of Industry and Trade for the whole year 2024".
Forecasting the supply and demand for gasoline in the last months of the year, Mr. Nam said: "The demand for gasoline will not change too dramatically. Currently, some people in localities affected by storms and floods are hoarding gasoline, but this is only a local situation. Domestic gasoline supply will be sufficient to meet demand."
According to calculations by the Domestic Market Department, estimated consumption in the last 4 months of 2024 is about more than 8 million m3/ton (average about more than 2 million m3/ton/month), inventory from 1.8 - 2 million tons.
“If there are no unexpected factors, the supply of gasoline and oil in 2024 will be enough to meet the needs of production, business and consumption of the people,” Ms. Nguyen Thuy Hien affirmed.
The Ministry of Industry and Trade reminds businesses to absolutely not allow interruptions in the supply of gasoline in the business system, from the main points, distributors, and retailers. In all situations, sufficient supplies must be provided to retail stores in the business's distribution system to maintain regular sales activities.
At the meeting, a number of key petroleum traders proposed to adjust down the total amount of petroleum allocated for the whole year 2024.
Because according to the explanation of businesses, currently, people's demand will basically not have a sudden growth. Meanwhile, many businesses suffered damage after the storm; some businesses suffered losses because in recent months, gasoline prices have dropped sharply, while the business's reserves must be guaranteed for 20 days, so balancing is difficult.
Mr. Phan Van Chinh, Director of the Domestic Market Department, said that the petroleum market situation will have very complicated developments in the coming months. The weather situation will also have unpredictable developments, the Ministry will carefully consider the issue of requesting to adjust the total allocated resources of enterprises.
