According to Deputy Minister of Science and Technology Bui The Duy, the new mechanism helps businesses invest in research and development 10 or even 20 times, especially during this period, providing good support to encourage technological innovation and improve business technological capabilities.
Sharing at the Government Conference with localities to implement the conclusions of the Central Committee, the Resolutions of the National Assembly and the Government on economic growth, Deputy Minister of Science and Technology (MOST) Bui The Duy said that to achieve the growth target of 8% in 2025 and towards double-digit growth in the following years, the Politburo issued Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation.
In which, the requirement to achieve the goal of sustainable growth with quality, the total factor productivity (TFP) factor contributes to the country's economic growth by over 50%.
The Ministry of Science and Technology recommends that localities set the target of TFP contributing to GRDP growth at 50-55%, thereby having a specific plan for investment in science and technology innovation, and introducing new mechanisms and policies approved by the National Assembly in the Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities.
In particular, it allows businesses to calculate their research and development and innovation expenses into taxable expenses instead of previously only allowing businesses to deduct a maximum of 10% of after-tax profits (this number is much smaller than the total revenue of the business).
With this new mechanism, businesses can invest in research and development 10 or even 20 times, especially during this period, providing good support to encourage technological innovation and improve business technological capabilities.
The Ministry of Science and Technology has a report that clearly analyzes how much technological innovation contributes and how much administrative innovation to improve efficiency contributes. We hope that from there, ministries and sectors can build growth plans based on technological innovation and improving efficiency and quality.
Notably, the National Assembly Resolution approved the permission for research results of university research institutes to be commercialized immediately, without having to make plans to request from superiors. With this solution, next week the Minister of Science and Technology will direct the unit leaders to immediately meet with units that have research results, ready to sign contracts to deploy enterprises to put into production and business in the near future.
The Ministry of Science and Technology also hopes that localities need to monitor the local innovation index (PII), which is an indicator that the Ministry of Science and Technology has announced in the past two years to help localities evaluate innovation activities to develop the provincial economy.
The Ministry of Science and Technology plans to submit to the Government and the National Assembly the Law on Science, Technology and Innovation for approval in May, as well as develop a strategy for science and technology development, creating momentum for sustainable development in 2026 and the following years.
