Ky Anh Town (Ha Tinh) has increased the rotation of cadres to work at the grassroots level, creating an environment for cadres to train and effectively support key communes and wards.
Determining that cadre rotation is a breakthrough in building a team of leaders and managers, meeting both immediate and long-term requirements, from the beginning of the term (2020 - 2025), Ky Anh City Party Committee has paid great attention to the rotation of town-level cadres to hold key positions in communes and wards.

In August 2020, comrade Nguyen Van Giap - Head of the Department of Internal Affairs of Ky Anh town was transferred to Hung Tri ward to hold the position of Secretary of the ward Party Committee. Looking back on the journey of more than 3 years back to the grassroots, Secretary of the Party Committee of Hung Tri ward Nguyen Van Giap said: "When I was at the Department of Internal Affairs, the work was mainly professional. When I was transferred to the grassroots, I had to approach many issues arising in practice, the scope and content of the work was more comprehensive and diverse. On the other hand, Hung Tri is the political, economic and cultural center of the town, so there are more or less certain pressures and challenges during the work process".
Overcoming initial difficulties and confusion, comrade Nguyen Van Giap and the Party Committee of the ward built solidarity, strengthened their grasp of the grassroots, grasped the thoughts and aspirations of the people to handle problems in the ward; mobilized people's contributions in building infrastructure, social welfare...

Up to now, the average income per capita of Hung Tri ward is estimated at 62 million VND/person/year; compensation and site clearance work has been well implemented to serve 26 investment projects in the area. The ward has also completed the critical road framework for building a civilized urban area in 2023, which has been approved by the Town People's Committee. Through assessment, Hung Tri has achieved 35/52 sub-criteria for a ward meeting urban civilization standards.
“Throughout my time working at the grassroots level, I have found that the best thing is being close to the people, close to life, and grasping many issues arising in practice. From there, I have gained more experience and skills in management and leadership,” said Hung Tri Ward Secretary Nguyen Van Giap.
From a specialist of the Propaganda Department of the City Party Committee, with many outstanding achievements in her work, in September 2021, comrade Nguyen Thi Xuan Tham was trusted by the Standing Committee of the Ky Anh City Party Committee to be assigned the important responsibility of Standing Deputy Secretary of the Party Committee of Ky Trinh Ward. Becoming a key cadre of a ward, with new content and scope of work, at first comrade Tham could not avoid concerns and worries.

“Although I have worked in a Party Committee of the City Party Committee, when I came to take charge of the Party work of the ward Party Committee, I was still quite worried because there were many new things and more problems arising. Therefore, I had to research, learn and be flexible in solving problems,” said Nguyen Thi Xuan Tham, Standing Deputy Secretary of the Party Committee of Ky Trinh Ward.
It is known that upon returning to the grassroots, Comrade Tham proactively studied the characteristics and situation of the Party cells and the Party members through working sessions with Party organizations in the area. He boldly proposed to the Party Committee solutions in arranging and perfecting the staff; innovating and improving the quality of inspection, supervision and Party discipline enforcement; focusing on mass mobilization work through maximizing the role of the Fatherland Front and political organizations.
Thanks to that, the Party building work in Ky Trinh has many strong changes. Every year, the entire Party Committee has 70 - 80% of Party cells achieving clean and strong status; 80 - 85% of Party members completing their tasks well, with no Party members violating the law; 100% of associations and organizations achieving clean and strong status. In particular, the Party Committee of the ward organizes thematic meetings to enhance the role and responsibility of cadres and Party members in Party building work.

According to the report from the Organizing Committee of Ky Anh Town Party Committee, since the beginning of the term, the Standing Committee of the Town Party Committee has transferred 7 town-level cadres to communes and wards to hold key positions such as: Party Secretary, Deputy Secretary. The transferred cadres are all reinforced for key areas of new rural construction, civilized urban areas and difficult and complicated areas.
Assessing the work of rotating cadres in the past time, Secretary of Ky Anh City Party Committee Dang Van Thanh said: “The rotation of cadres to the grassroots has contributed to training, fostering, and practicing young cadres with potential in the planning, helping cadres to mature quickly, comprehensively, and more firmly through the practical environment. On the other hand, through rotating cadres, we can gradually adjust and arrange cadres reasonably, increase cadres for places with urgent needs, especially at the grassroots level of wards, communes, units, agencies, and key areas, and overcome the stagnation in each locality and unit.
Through the rotation period, most comrades have been trained in political qualities, professional skills, thinking, style and mettle; accumulated a lot of knowledge and practical experience; and have more specific and practical viewpoints, perspectives and methods of leadership, direction and operation of work.
