Sharing about the implementation of ethnic work and ethnic policies in the area, Mr. Nguyen Minh Tu, Chairman of the People's Committee of Dinh Hoa district, said that in the period of 2021-2025, with a total investment capital from the National Target Program 1719 of over 102.5 billion VND, Dinh Hoa district has implemented 9/10 projects, focusing on solving urgent problems in ethnic minority and mountainous areas in the area.
Notably, the implementation of Project 1 on solving the shortage of residential land, housing, production land, and domestic water in ethnic minority and mountainous areas is a highlight. Implementing this project, since 2022, the People's Committee of Dinh Hoa district has invested in building 8 centralized water works in communes that have not reached the NTM target in 2022. At the same time, it has approved a list of financial support for 880 households to buy water containers; 36 households to dig wells, build tanks... with an amount of over 13.6 billion VND.
Similarly, implementing Project 4 of the National Target Program 1719 on investment in essential infrastructure, serving production and life in ethnic minority and mountainous areas and public service units in the field of ethnic affairs, the district has invested in starting new projects, maintaining essential infrastructure works such as: rural roads, hamlet cultural houses, schools, medical stations... in 13 communes (communes in region III, communes with extremely disadvantaged hamlets, communes that have not met new rural standards in 2022, 2023, and have not completed Program 135). The total implemented budget reached 70,168 billion VND...
Up to now, the ethnic minority and mountainous areas of Dinh Hoa district have had many positive changes. Over 95% of village roads have been asphalted or concreted; 95% of ethnic minorities have access to clean water; 100% of villages and hamlets have community houses; 100% of schools, classrooms and medical stations have been solidly built...
Along with that, to help ethnic minority households escape poverty, one of the solutions that the Dinh Hoa district government is interested in implementing is to increase support for preferential loans to solve employment problems, loans to build houses to stabilize housing, loans to develop production... Currently, policy credit capital has covered 100% of hamlets and residential groups in the district.
Mr. Ha Viet Hung in Dong Lan hamlet, Dong Thinh commune shared that in early 2022, his family was able to borrow 100 million VND from the poor household lending program of the Dinh Hoa district Social Policy Bank to develop a goat farming model. Along with capital support, the district Social Policy Bank staff also regularly visited to inspect and evaluate the effectiveness, and at the same time connected with specialized agencies to guide his family on goat farming techniques. Thanks to that, up to now, Mr. Hung's herd of over 30 goats is growing well and starting to reproduce, opening up an effective economic development direction, gradually rising out of poverty.
Also in Thong Nhat hamlet, Quy Ky commune, Mr. Nong Van Thuy's family has been poor for many years, living in a dilapidated thatched house with bamboo walls. Now, thanks to the policy program, support from the State, businesses and a preferential loan of 40 million VND from the district's Social Policy Bank, his family has recently been able to build a new, spacious house, and live in peace in their old age...
It can be seen that since the implementation of the Employment Loan Program under Decree No. 61/2015/ND-CP on employment support policies and from the National Employment Fund, especially the National Target Program 1719, by the end of 2023, the Social Policy Bank of Dinh Hoa district has helped more than 1,100 local workers access preferential loans to develop production, business, and increase income. Thereby, the lives of ethnic minorities in Dinh Hoa district have been gradually improved and raised. The appearance of the mountainous rural areas of Dinh Hoa district has changed a lot and improved; infrastructure, electricity, roads, schools, stations, and essential works serving production and people's lives have received investment attention; Social security policies are guaranteed... According to the multidimensional poverty standard applied for the period 2022 - 2025, up to now, the multidimensional poverty rate in the district has decreased from 17.39% at the beginning of 2022 to 5.42% at the end of 2023, corresponding to 1,078 poor ethnic minority households. The average income per capita of ethnic minorities reaches 43.6 million VND/person/year.
