Adjusting land use planning to implement high-speed railway project on the North-South axis

On October 23, the National Assembly listened to Minister of Natural Resources and Environment Do Duc Duy present a Proposal on the policy of adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050.

Reporting to the National Assembly, Mr. Duy said that according to the provisions of the 2024 Land Law, the Government will submit to the National Assembly an adjustment to the National Land Use Plan with the main contents including: Adjusting 8 land use indicators including: agricultural land group (including land types: rice land, special-use forest land, protective forest land, production forest land is natural forest); non-agricultural land group (including land types: national defense land, security land); Not submitting to the National Assembly for approval of the National Land Use Plan.

According to Mr. Duy, the calculation and determination of 8 land use indicators in the adjusted National Land Use Plan this time needs to be carefully reviewed and balanced with land use indicators of sectors, fields and localities. In particular, priority should be given to allocating land funds for national defense and security purposes, stabilizing rice-growing land funds to ensure national food security, strictly managing forest land, maintaining forest cover to contribute to protecting the ecological environment, responding to climate change and achieving sustainable development goals.

Examining the above issue, Mr. Vu Hong Thanh, Chairman of the Economic Committee of the National Assembly, expressed his opinion that the Government's proposal to adjust the National Land Use Plan is consistent with the requirements of the National Assembly in Resolution No. 103/2023/QH15 dated November 9, 2023 of the National Assembly: "Urgently review, adjust and supplement land use indicators in the National Land Use Plan for the period 2021-2030, vision to 2050, the 5-year Land Use Plan 2021-2025 to submit to the National Assembly for consideration and adjustment in accordance with practical requirements". Especially in the context that our country is preparing to implement a number of important national projects, the North-South high-speed railway project. Therefore, agree with the necessity of adjusting the National Land Use Plan.

The Economic Committee believes that recently, the implementation of land use planning has been affected by many economic and social factors such as the complicated developments of the Covid-19 pandemic, military conflicts in some regions of the world, fluctuations in the global economy, climate change, changes in global supply chains, digital transformation trends and green economic development. These are objective reasons affecting the implementation of Resolution No. 39. In addition, there are still some subjective reasons in the process of organizing and implementing the National Land Use Planning. Therefore, it is recommended that the Government analyze and evaluate comprehensively, clarify the causes, and propose solutions to improve the effective implementation of this Planning.

The Economic Committee also suggested that the Government assess the impact of policies and laws on the implementation of land use indicators. Continue to review and clarify the reasons for proposing adjustments to land use planning indicators, ensuring that they are close to practical needs. In addition, it is necessary to review and update data to increase accuracy and persuasiveness, clarifying the impacts of land use planning adjustment plans on the urbanization process and infrastructure development. Carefully review local land use needs and have appropriate allocation plans.

Mr. Thanh noted that the process of planning and adjusting the planning needs to ensure the strategic orientations of the Party and State in maintaining the area of ​​rice fields, forest cover, paying attention to the arrangement of residential land, production land for ethnic minorities, and land to serve the response to climate change such as landslides, flooding, and land filling.
