The Management Board of Quang Tri Province Economic Zone said it has just reported the project to adjust the General Construction Planning and the Proposed Plan to adjust the boundary of the Southeast Economic Zone of Quang Tri Province.
According to Mr. Pham Ngoc Minh, Head of the Quang Tri Economic Zone Management Board, the adjustment of the master plan for the construction of the Southeast Economic Zone of Quang Tri province until 2045 aims to overcome the shortcomings of the 2016 plan and expand the development space for the economic zone.
It is known that the Southeast Quang Tri Economic Zone was established under Decision No. 42/2015/QD-TTg dated September 16, 2015 of the Prime Minister. The economic zone covers a total area of 23,972 hectares, including 17 communes and towns in 3 coastal districts: Gio Linh, Trieu Phong, Hai Lang.

However, after 10 years, the planning has revealed many shortcomings, not suitable to the local reality and sustainable development space. On that basis, the Prime Minister approved the task of adjusting the Master Plan for the construction of the Southeast Quang Tri Economic Zone until 2045.
According to the adjustment plan proposed by the consulting unit, the Southeast Quang Tri Economic Zone has a total area of 26,092 hectares, an increase of 2,300 hectares compared to the old planning. In particular, the adjustment adds to the boundary of the Southeast Quang Tri Economic Zone the sea area at My Thuy Port Area with an area of about 800 hectares (Hai An Commune, Hai Lang District); adds a land area of about 1,500 hectares, of which in Quang Tri Industrial Park is 421.2 hectares (Hai Truong Commune and Dien Sanh Town, Hai Lang District) and the area adjacent to Quang Tri Industrial Park, along National Highway 15D and the North-South Expressway corridor with about 1,018.8 hectares.
The economic zone will include 4 development zones: Central zone with a scale of 9,401 hectares, urban zone of 5,573 hectares, airport zone of 3,572 hectares and agricultural and rural zone of 5,254 hectares.
The main functions of the 4 sub-zones include: Central area for developing dynamic projects including seaports, industry, port logistics, non-tariff, energy; urban chain of tourism, services, industrial support; central public area dispersed to functional areas; Quang Tri airport; modernized countryside, mixed development, organic and ecological agricultural areas.
The key new points of the master plan adjustment include: Greening and optimizing zoning, suitable for the development nature of each zoning in the new situation; handling large functional frameworks, integrating multi-functions, attracting investment in large, high-value projects; forming an industrial, energy, and service complex south of My Thuy port, expanding industrial development to the West; promoting the East-West traffic axis, ensuring the ability to connect each district with 1 main connection axis and 2 secondary connection axes with the Economic Zone.
Developing logistics and warehouse systems associated with key functions; developing urban tourism services, supporting multicultural industries along the coast, ensuring compliance with national and Quang Tri province development targets; developing flexible rural population, mixed development, only controlling major targets; updating Quang Tri airport planning, forming an airport urban area.
Based on the project report of the consulting unit, the acting Chairman of the Quang Tri Provincial People's Committee, Ha Sy Dong, said that the goal of this planning adjustment is to resolve the contradictions, overlaps, and conflicts in attracting investment and in the socio-economic development of the Southeast Quang Tri Economic Zone in order to create a breakthrough in sustainable development. At the same time, the goal is to adjust the Southeast Quang Tri Economic Zone into a comprehensive economic zone, in order to exploit the full potential and advantages of economic sectors.
The leaders of Quang Tri Provincial People's Committee have directed and requested the consulting unit to absorb comments from relevant departments and agencies, and adjust the contents to suit the practical situation and future development needs.

In particular, focus on expanding the boundary to the West to exploit the full potential of the land fund. For existing residential areas with low density, planning, relocation and resettlement are needed; for densely populated, stable residential areas with rich national cultural identity, planning is needed. From there, land funds with attractiveness in attracting investment are created.
“The routes connecting the Southeast Economic Zone of Quang Tri province with the outside must adhere to the planning of the transport sector. The two tasks of adjusting the boundary and adjusting the general planning must go hand in hand to ensure progress. During the implementation process, if any problems arise beyond the authority, the consulting unit must report to the Provincial People's Committee for timely and appropriate handling,” emphasized Acting Chairman of the Quang Tri Provincial People's Committee Ha Sy Dong.
