Dong Ha Power Company is assigned to manage 242 transformer stations with low-voltage lines behind to sell electricity to customers with a total of 9,533 pole locations and more than 33,000 electricity customers. With the characteristics of being the political, economic and cultural center of Quang Tri province, the management, operation and electricity business of Dong Ha Power Company is always given special attention to ensure safe and effective implementation.

Although the low-voltage grid system in Dong Ha city has been invested in and renovated in recent years, it has not met the demand. The grid was built with ADB capital and has been in operation since 2004, so the metering system installed to sell electricity to customers has degraded.
In addition, many meter box locations are broken, cracked, or have lost their covers, causing unsafety in the process of operating and supplying electricity to customers. The current column location has a blurred column number, which is not accurate compared to the column number managed on the program, making it difficult to manage operations as well as customer service.
The current state of telecommunication wires hanging on electric poles has not been thoroughly repaired and maintained by telecommunication units, and excess wires have not been spread out, causing loss of urban aesthetics, especially on the main roads of the city such as Tran Hung Dao, Nguyen Trai, National Highway 9... Poor quality wires after customer meters cause unsafe short circuits and power loss. During the year, there were 4 electrical short circuits causing fires on electric poles related to the metering system.
The main cause of short circuit is due to contact movement between the circuit breaker and the wire after the meter or due to electric leakage at the meter box, on the installation pole. In addition, in 2024, Dong Ha Electricity received and processed 4,747 customer complaints from the Customer Care Center about electrical safety, most of which were related to low voltage and metering systems.
Realizing the importance of metering system management, from the beginning of 2024, Dong Ha Power Company has focused all its human resources on inspection, control, and development of treatment plans. The goal is to ensure the grid operates safely and continuously, improve the quality of customer service, make customers increasingly satisfied with the quality of electricity services and ensure urban aesthetics.
Accurately standardize data between the field and data on the field information management program, CMIS program... to provide accurate information to customers and in the management and operation of the power system. Strengthen the operation of the metering system to achieve a regular online rate, helping customers monitor electricity output continuously and accurately, while helping to quickly detect and handle short circuits caused by customer wires, causing unsafety and power loss.
Detect and promptly handle unsafe locations. Replace and group box 1 into box 4, replace poor quality 1-phase and 3-phase cables at 87 locations at Ngo Quyen, Hung Vuong, Nguyen Binh Khiem transformer stations... Implement a plan to regularly repair and renovate meter boxes at transformer stations 9B-1, Nguyen Du, Vinh Phuoc 2, Le Loi 6... with the number of replacements being 48 4-meter boxes and 30 1-meter boxes.
The plan to renovate the metering system was implemented synchronously with many contents including merging many boxes 1 into boxes 4, replacing poor quality and damaged boxes and circuit breakers; neatly tying telecommunication cables and customer's back wires, checking and handling damage to the wire splitter box; using stainless steel straps to fix the box. All locations after being handled ensure safe operation and urban aesthetics.
In particular, on September 25, 2024, Dong Ha Power Company issued plan 453 on completing and updating the numbering of low-voltage poles and adjusting the metering system in the area under its management. A team was established to complete and update the numbering of low-voltage poles. By December 31, 2024, the pole numbering at 26 transformer stations including 801 locations had been completed, and 14,337 photos had been updated to the field program. Detected and handled 10 meter boxes with damaged boxes, 9 cases of incorrect pole positions, and 11 unsafe dangerous points.
In addition, Dong Ha Electricity has arranged human resources to strengthen the monitoring of the metering system on application software such as remote measurement 2, monitoring abnormal power output... to detect abnormal cases such as fire, stop, damage for timely replacement. Thereby, replacing 103 burnt and damaged meters, 153 damaged RF meters, 164 meters with damaged display screens...
During the year, we inspected and discovered 16 cases of abnormally high electricity output due to short circuits in wires after customers' meters and supported customers to fix the short circuits that caused unsafety and lost output.
To improve the quality of customer service and the effective management and monitoring of the remote metering system, Dong Ha Power Company has made efforts to check and handle the data collection system to achieve an online rate of over 95%. In particular, it has focused on arranging human resources to promptly replace DCUs, routers, and antennas at transformer stations with reading cycles lower than 95%; replaced 49 3-hour DCUs to 4-hour ones; replaced and installed 125 damaged routers, regularly monitored and proposed handling of offline points, ensuring 100% DCU online...
In the coming time, Dong Ha Electricity will continue to deploy many synchronous solutions to overcome the shortcomings of the metering system in the management area, ensuring the metering system is operated safely, accurately and ensures urban aesthetics, improving the quality of customer service.
