With unanimity and constant efforts, Lien Hong commune, Dan Phuong district, Hanoi has transformed strongly, achieving the model new rural standard by the end of 2023. This success is built on the foundation of mobilizing community strength and local resources, bringing a new look to the land along the Red River.
Lien Hong, a commune along the Red River with a natural area of nearly 520 hectares, not only relies on agriculture but also develops strongly in industry and services. According to Mr. Nguyen Duc Toan, Chairman of the People's Committee of Lien Hong Commune, the commune has actively shifted its economic structure towards increasing the proportion of industry and services, gradually reducing the proportion of agriculture.
Chairman of Dan Phuong District People's Committee Nguyen Van Duc requested Lien Hong to continue to maintain and improve the quality of the model new rural area that has been achieved, aiming to build a comprehensive model new rural area. Currently, Lien Hong has 716 production and business establishments, with the carpentry industry developing prominently through nearly 90 companies and 83 production establishments, creating jobs for thousands of workers inside and outside the locality. This progressive economic structure contributes to accelerating the development speed of the commune, reducing the poverty rate to zero.
Regarding infrastructure, Lien Hong commune has completed the hardening and concrete of the entire village and hamlet road system. In addition, kindergartens, primary schools and secondary schools in the commune all meet national standards, with two schools meeting national standards at level 2. The local health system has also been improved when more than 95% of the population participates in health insurance, meeting the health care needs of the people.

Mobilizing people's strength, creating high consensus in building new model rural areas
Clearly identifying community strength as a key factor, Lien Hong commune has done a good job of propaganda and mobilization, creating high consensus among the people. Thanks to this support, people have actively contributed both financially and in terms of labor to build construction projects. In the process of building a model new rural area, people have contributed more than 1 billion VND to renovate village roads, build public works such as cultural houses, playgrounds and renovate 6 environmental ponds. Along with that, people have contributed more than 280 million VND to buy trees and decorate the landscape on the model dike of the commune, bringing a fresh, friendly and safe living space to the community.

Ms. Nguyen Thi Mai, a long-time resident of the commune, shared: “We are very happy to see our commune changing every day. Clean and beautiful roads and green trees make the living environment more pleasant and safer. My whole family feels happy to contribute to the overall development of the locality.”
The education sector in Lien Hong commune has also received systematic investment, with all three kindergartens, primary schools and secondary schools meeting national standards, with synchronous upgrades in facilities and teaching quality. In particular, the commune’s kindergarten and secondary school have met national standards level 2, demonstrating the commune’s commitment to investing in future generations.
Regarding health care, with more than 95% of the population participating in insurance, Lien Hong not only improves the quality of health care but also ensures social security for the community. The commune also regularly organizes free medical examination and treatment activities for people, raising awareness of health care for the whole population.

Although agriculture accounts for only 3.3% of the economic structure, Lien Hong commune has converted inefficient rice and vegetable growing areas to fruit trees and flowers, bringing high economic value. Currently, the commune has 12 hectares of Dien grapefruit and 15 hectares of various flowers, helping to increase people's income. By the end of 2023, the average income per capita in Lien Hong has reached more than 75 million VND/year, demonstrating the effectiveness of economic restructuring and productivity improvement.
The success in building a new model rural area in Lien Hong comes not only from the right policies of the government but also from the consensus of all the people. The road ahead still has many challenges, but with a solid foundation, Lien Hong is gradually realizing the goal of sustainable development, maintaining its position as a model new rural commune in two important areas: health care and education - training.
