The Ministry of Education and Training has revised the university admission regulations to create fairness for candidates, so that the admission benchmark scores between methods will no longer have unreasonable differences.


The Ministry of Education and Training has recently announced a draft circular amending and supplementing a number of articles of the regulations on university and college admissions for preschool education (hereinafter referred to as university admissions). Ms. Nguyen Thu Thuy, Director of the Department of Higher Education (Ministry of Education and Training), said that the draft circular amending a number of articles of the university admissions regulations focuses on overcoming shortcomings in the current admissions process, so that the admissions benchmark scores between methods are no longer unreasonably different.

Expected 2 new points in admission regulations

According to Ms. Thuy, the draft revised circular focuses on two important points that were discussed and agreed upon at the university education conference last August. The first is to overcome the shortcomings when training institutions use many methods and subject combinations for admission to the same training program or major, including the fact that some training institutions reserve too many quotas for early admission, or the regulation of too large bonus points for foreign language certificates.

The second is to meet the requirements of the innovations in the 2018 general education program, creating a positive impact on teaching and learning at the high school level. Other amendments and supplements are mainly technical in nature, facilitating the registration and admission process.

Ms. Thuy commented that in recent years, most universities often allocate separate quotas for each admission method, even for each admission subject group, from which they apply admission criteria to calculate the candidates' scores and determine the admission scores from high to low until the quota of each method and admission subject group is exhausted. The problem is that there is hardly any scientific or practical basis for allocating quotas between admission methods or combinations of a training program, leading to problems such as unreasonable differences in admission scores between methods and admission subject groups.

Therefore, this draft amendment to the regulations stipulates the equivalent conversion of the scores of the admission methods and subject groups to a common, unified scale for each training program, major, and group of majors, on that basis, determining the admission score from high to low for all the quotas of the training program, major, and group of majors. Basically, the whole system uniformly applies this regulation, except for the cases of direct admission and early admission of candidates with outstanding abilities and achievements.

Avoid abusing bonus points in admissions

According to Ms. Thuy, the method of converting equivalent scores must ensure the opportunity for all candidates to achieve the maximum score of the general scale, and at the same time, no candidate has a score exceeding the maximum score.

Universities will have to research and re-regulate the addition of points for foreign language certificates and other priority points, thereby limiting abuse that causes inequality between candidates with different investment conditions for studying.

The biggest impact of this new regulation is that early admission by schools will be automatically limited. Therefore, the revised draft also guides the determination of early admission quotas to ensure that the admission scores (equivalent conversion) of early admission methods cannot be lower than the admission scores of the general planned admission round. At that time, all candidates applying for a training program will be considered fairly based on a common score scale and a common admission standard score, the admission opportunities of truly capable candidates will increase and the quality of input from schools will also increase.

Schools still have the opportunity to consider early admission to proactively compete to recruit the best candidates, while students with the best abilities still have the opportunity to be admitted early to proactively decide on the most suitable learning path.

In addition, when early admission is limited, some other problems will also be overcome, such as schools having to spend too much time and resources on early admission (the real benefit is just a more proactive and secure mentality when having early results), or many 12th graders neglect their studies when they know their admission results (not only affecting their own academic results but also negatively affecting teaching and learning in class and at school).
