There are 5 national universities nationwide.

According to this draft, the arrangement and development of the universityeducation network will be carried out in the direction of basically maintaining stability in quantity and structure, focusing on enhancing capacity, improving quality and expanding the scale of university education institutions.

Specifically, by 2030, the country will have about 250 universities and 50 branches. Of these, there will be about 30 key national universities, including 5 national universities, 5 regional universities and 18 to 20 key national sector universities. At the same time, there will be about 100 other key universities under ministries, branches, central and local agencies.

Hanoi University of Science and Technology is expected to become a national university.

The five national universities are expected to include: Hanoi National University, Ho Chi Minh City National University, Hue National University, Da Nang National University and Hanoi National University of Science and Technology. These training institutions will have higher autonomy than the remaining models, with a leading mission and a core role in implementing the national strategic tasks of developing talents, high-quality human resources, science, technology and innovation.

The Ministry of Education and Training has set a goal of national universities being among the top universities in Asia, with at least 20 fields in the top 1,000 of prestigious international rankings.

In addition, there are at least 70 private higher education institutions, including non-profit private higher education institutions and foreign-invested higher education institutions.

Basically no new public universities established

Regarding the orientation of arranging and developing public universities in the period up to 2030, schools that do not meet standards will be consolidated, arranged according to restructuring plans and focused on investment to meet standards within a roadmap of 3 to 5 years; merged to become a training unit or a branch of a prestigious university or suspended training activities before 2028 and dissolved before 2030.

The draft states that basically no new public universities will be established, except in the following cases: it is necessary to establish in some regions with low university access, specifically the Northwest (1), Northeast (1), Central Highlands (1), Mekong Delta (1); reorganize some training and fostering schools under central agencies that have been licensed to train at university education levels; have had a policy of establishment decided by competent authorities that is still valid until the time this planning takes effect.

Regarding teacher training schools, the Ministry of Education and Training plans to reorganize them in a streamlined manner, based on capacity and reputation, and the ability to meet the requirements of developing teaching staff in localities, regions and the whole country. By 2030, the country will have about 50 higher education institutions training teachers at all levels. Of these, 11 schools will play a core role with about 50% of the total scale of teacher training nationwide.

These schools include: Hanoi National University of Education, University of Education 2, Ho Chi Minh City University of Education, University of Education (under Hue University, Thai Nguyen University, Da Nang University), University of Education (under Vietnam National University, Hanoi), Vinh University, Quy Nhon University, Tay Nguyen University, Can Tho University.
