Proposal to collect parking and airport entrance fees through ETC toll collection account

The Ministry of Transport has just sent a document to the Prime Minister and Deputy Prime Minister Tran Hong Ha reporting on the implementation and operation of the non-stop electronic toll collection system (ETC toll collection).

The Ministry of Transport proposes to integrate the collection of parking fees for entering and exiting the airport into the ETC fee collection account.

According to the Ministry of Transport, the ETC toll collection system has been put into operation synchronously, meeting the required progress and quality. Expressways have collected non-stop tolls completely, toll stations on national highways have applied ETC toll collection in all toll lanes, maintaining only one mixed toll lane.

To date, 4.6 million vehicles have been tagged and opened ECT toll accounts, accounting for over 90% of the total number of vehicles nationwide. The number of transactions through the ETC toll collection system accounts for 90% of the total number of transactions through toll stations.

However, according to current regulations, the new traffic account only serves the payment of road service fees, has not created maximum convenience for users, and has not yet fully promoted its effectiveness.

Many businesses and state management agencies have proposed expanding intermediary payment services on the platform of non-stop electronic toll collection systems such as airport tolls, seaport tolls, parking lot tolls, on-street parking fees, and inspection fees.

According to the Ministry of Transport, expanding new services on the platform of the non-stop toll collection system will bring many benefits, convenience to service users and investment efficiency of the non-stop electronic toll collection project.

People and vehicle owners only need to use one transport account to pay for many services, which will increase convenience and save costs. Contribute to modernizing the infrastructure for the static transport system which is still backward and cannot meet the needs at stations, ports, airports and parking lots. In line with the State's policy of limiting the use of cash.

Therefore, the Ministry of Transport recommends that the Prime Minister allow the expansion of payment intermediary services on the non-stop electronic toll collection system platform to pay for services related to transport infrastructure and other services in Decision No. 19/2020 of the Prime Minister. Priority will be given to the immediate implementation of toll collection services at airports and seaports.

At the same time, the Government assigned the State Bank to manage and guide the implementation of payment for services through the ECT fee collection system to ensure confidentiality, security, payment safety, and compliance with legal regulations.

Assign the Ministry of Transport to review Decision 19/2020 of the Prime Minister and related legal regulations to submit to competent authorities for amendment or replacement (if necessary) to expand many new services such as seaport fees, parking fees, insurance fees, inspection fees, etc. Complete and upgrade the system to move towards toll stations that do not use barriers, and vehicles can freely circulate through the toll station area.
