Proposal to regulate the level of expenditure to ensure compensation, support and resettlement when the State acquires land

The meeting was attended by the Department of Finance, Department of Natural Resources and Environment, and representatives of People's Committees of districts, towns and cities.

According to the Department of Finance, 9/15 localities have proposed specific spending levels, while other localities have proposed to stipulate spending levels as a percentage of the total project cost. The Department of Natural Resources and Environment has not made any specific proposals, only synthesizing opinions from localities.

Delegates analyzed the models of some other provinces such as Bac Ninh, Khanh Hoa, and Ho Chi Minh City, where a percentage of costs or specific spending levels were applied. Based on the practice of localities, the Department of Finance proposed to discuss two options for regulating spending levels, including spending according to a percentage (%) of the total compensation, support, and resettlement costs or according to specific spending levels for each content.

In addition, the department also recommended clarifying the form of document issuance to ensure legality and avoid conflicts with the State Budget Law.

After listening to the recommendations and proposals of the localities, Vice Chairman of the Provincial People's Committee Tran Nam Hung shared the difficulties and pressures of the localities, especially the team directly doing compensation and resettlement support work at the grassroots level.

Vice Chairman of the Provincial People's Committee Tran Nam Hung affirmed that in the coming time, there will be many difficulties, so local leaders need to pay attention to encouraging, motivating and promoting the staff at the grassroots level to do their best to overcome the pressure.

“It is necessary to determine a high sense of responsibility in compensation and resettlement support work, because this is an important task, creating motivation to implement large, key projects in the coming time” – Mr. Tran Nam Hung emphasized.
