Proposal to extend pilot period for Vietnamese to play casino

Vietnamese people are now allowed to play and bet at the Corona Phu Quoc casino project.

In the dossier sent to the Ministry of Justice for appraisal of the draft Decree on casino business, the Ministry of Finance said that in May, the Politburo agreed to extend the pilot period for Vietnamese people to play until the end of 2024 for the casino project in Phu Quoc. As for the casino project in Van Don, the pilot period is 3 years, starting from the date the project starts operating.

Based on that policy, the Ministry of Finance proposed amending the Decree on casino business to extend the pilot period.

The Ministry of Finance shall preside over and coordinate with the Ministries of Public Security, Planning and Investment, Culture, Sports and Tourism, the State Bank and localities to summarize and evaluate the implementation over the past period. After that, the competent authority will consider and decide to terminate or continue the pilot.

After the pilot period ends, if the Government has not issued a resolution, the enterprise will temporarily suspend this activity. In case the competent authority issues a resolution allowing or not allowing an extension, the enterprise will implement it from the time this document is issued.

According to the Ministry of Finance, specifying the pilot period and the method of evaluating the end of the pilot for Vietnamese people to play at casino business locations is the basis for ministries and branches to evaluate the pilot activities at casino business locations, and at the same time help businesses implementing the pilot to proactively conduct business and have appropriate business plans.

Corona Phu Quoc is the first and only casino in Vietnam that allows Vietnamese people to play.

Casino business is a conditional activity. According to regulations, casinos are only for foreigners to play. Meanwhile, Vietnamese people who want to play must meet conditions such as being 21 years old or older, having civil capacity, financial capacity...

In 2016, the Politburo agreed to allow two casino projects in Phu Quoc and Van Don to pilot for Vietnamese players. However, currently only Phu Quoc Casino has been in operation since January 2019. According to Decree 03/2017, the pilot will be implemented until January 2022.

In 2022, the Ministry of Finance continued to propose to the Government and submit to the Politburo permission to extend the pilot period by 2 years at Phu Quoc Casino until the end of 2024. The Ministry said that due to the Covid-19 pandemic outbreak affecting casino business, the pilot period was short and the results were not as expected.

Currently, the country has 9 casino projects allowed to operate, including 6 small-scale projects in Do Son (Hai Phong); Loi Lai, Hoang Gia, Hong Van Hotel (Quang Ninh); Quoc Te Hotel (Lao Cai); Silver Shores (Da Nang); 3 large-scale casinos: Nam Hoi An (Quang Nam); Ho Tram (Ba Ria - Vung Tau) and Phu Quoc (Kien Giang).

In particular, the Corona Phu Quoc casino project, invested by Phu Quoc Tourism Investment and Development Joint Stock Company, is part of a project with a total investment of more than 50,000 billion VND and has been in operation since 2019. This is the first and only casino project currently open to Vietnamese people.
