On June 27, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to reports and give opinions on completing the draft Decree detailing a number of articles of the Law on Housing and Reconstruction of Apartment Buildings (Apartment Building Decree).
During the meeting, Deputy Prime Minister Tran Hong Ha requested that the draft Decree must demonstrate the State’s responsibility in renovating and rebuilding apartment buildings. This work will be integrated into urban planning; zoning planning; local housing development programs, etc.

"Regulations on renovating and rebuilding apartment buildings must be close to reality. Urban planning, plans and housing development programs must be one step ahead," the Deputy Prime Minister emphasized.
According to Deputy Minister of Construction Nguyen Van Sinh, the draft Decree on apartment buildings consists of 8 chapters and 48 articles. In particular, there are incentive mechanisms for businesses to participate in renovating and rebuilding apartment buildings. However, if there is no investor participating in the project, the State will implement it with budget capital.
The Ministry of Construction will be the unit that sets out scientific criteria, procedures, responsibilities, and authority in inspecting, evaluating, and making a list of apartment buildings that are still in use, have expired, and have a renovation deadline, and are subject to urgent relocation.
Individuals may be limited in the number of real estate transactions.
On June 25, Deputy Prime Minister Tran Hong Ha chaired a meeting to review and finalize the draft Decree detailing a number of articles of the Law on Real Estate Business (General Decree).
The draft Decree stipulates conditions for individuals doing small-scale real estate business in terms of total revenue, number of sales and transfers in a year. If the conditions are exceeded, the individual will have to establish a business. There is currently no detailed information on the specific conditions.
Previously, the Department of Housing and Real Estate Market Management (Ministry of Construction) proposed three options to regulate conditions for individuals doing small-scale real estate business.
In which, option 1 limits the number of houses for sale or rent in a year to no more than 3-5 (including both existing houses and houses to be built in the future). If the business exceeds the above number, the individual will have to establish a business. However, due to concerns about violating the people's freedom of business, the Ministry of Construction soon eliminated this criterion.
The remaining two options are limited in terms of area size, number of floors, and number of apartments. However, in the Deputy Prime Minister's meeting, all three of these conditions were no longer mentioned.
Binh Duong wants to build double the number of social housing units assigned.
The People's Committee of Binh Duong province has just approved the project to develop social housing and workers' housing for the period 2021 - 2025, with a vision to 2030. Specifically, Binh Duong province has set a target of investing in about 160,325 social housing units in the period 2021 - 2030. Of which, it is expected to build more than 155,000 apartments and 5,000 townhouses.
Previously, according to the Government's project to build 1 million social housing apartments, Binh Duong province was only assigned to develop 86,877 apartments.
To achieve the new goal, the province plans to allocate 470 hectares of land with a total investment of nearly VND84,800 billion, prioritizing non-budgetary capital sources. In the 2021-2025 period, the locality plans to use 136 hectares of land to complete about 42,445 social housing units. In the next 5 years, the province will allocate an additional 334 hectares to build 117,880 units.
Removing obstacles for Vietnam's largest casino project
On June 26, Mr. Ho Quang Buu, Vice Chairman of the People's Committee of Quang Nam province, issued a document requesting departments, branches and sectors; the People's Committees of Thang Binh and Duy Xuyen districts and Nam Hoi An Development Company Limited to focus on resolving difficulties and speeding up the site clearance progress of the Nam Hoi An (Hoiana) resort project.

Previously, on June 7, Nam Hoi An Development Company Limited, the project investor, sent a document requesting to resolve difficulties related to compensation and site clearance for the project.
Nam Hoi An Resort covers an area of over 985 hectares with a total investment of about 81,200 billion VND. The project is located in Duy Hai and Duy Nghia communes (Duy Xuyen district) and Binh Duong commune (Thang Binh district).
As of now, this is the largest casino resort in Vietnam. The project began in 2016 and has a 70-year operating license, starting in 2010.
Hanoi proposes to convert more than 29 hectares of rice land
The Hanoi People's Committee has just submitted a document to the City People's Council to propose adjusting and supplementing the list of projects to change the purpose of rice-growing land in 2024 in the city.
Specifically, the City People's Committee has proposed to adjust and supplement the change of purpose of use of 29,002 hectares of rice-growing land to implement 21 projects in 6 districts.
Some projects include the project to build and expand Ba Vi High School (Ba Vi district); the project to build technical infrastructure in Dong Tia area, Xa hamlet (Chuc Son town, Chuong My district); the housing group in the Southeast of To Huu street (Trung Van ward, Nam Tu Liem district)...
It is expected that the above content will be considered and approved at the 17th session of the City People's Council, held from July 1 to July 4.
Tiger cage disposal is local responsibility
At the press conference to inform about the socio-economic situation in the second quarter of 2024, Mr. Nguyen The Cong, Deputy Director of the Hanoi Department of Construction, answered about the situation of solid tiger cages causing difficulties in fire prevention and fighting and escape in case of house fire.
The leader of the Department of Construction said that currently there are no standards or regulations on the construction of tiger cages. At the time of acceptance, the constructions had not yet formed tiger cages.
Regarding the handling of violations of construction order, Mr. Nguyen The Cong said that this responsibility belongs to the local government. Regarding the opening of emergency exits, according to Resolution 05 of the Hanoi People's Council in 2022, this will continue to be the responsibility of the local government, for handling construction works to ensure fire prevention and fighting.
Hanoi has handled 705 projects with slow progress in land use.
According to a recent report by the Hanoi People's Committee, as of June 15, 2024, 705 out of 712 projects had inspection, examination, post-inspection conclusions and handling instructions, and assigned units to continue to monitor and urge to accelerate investment progress and put land into use.
Reporting specifically on the results of handling each group of projects, the City People's Committee said that out of 135 projects that have not been allocated or leased land by the State, 134 projects have been removed from the list of slow-moving projects and will continue to be monitored according to the provisions of law.
The remaining project is being reviewed by the Hanoi Department of Planning and Investment to consider a handling plan according to regulations.
Regarding the results of handling 404 projects that have been allocated land, leased land, or changed land use purposes by the State, 196 projects have been removed from the list or have been directed to be handled and continue to be monitored for implementation according to the provisions of law.
The remaining 208 projects have been directed to be implemented, continue to be monitored, urged and organized for post-inspection after the 24-month extension period, the 24-month extension period was extended due to force majeure from the Covid-19 pandemic.
Regarding the results of handling 173 projects newly proposed by the People's Committees of districts, towns and cities, continuing to recommend handling, 80 projects have been removed from the list or have been directed to be handled, continuing to monitor implementation according to the provisions of law.
The remaining 93 projects have been directed to be implemented, continue to monitor, urge and organize post-inspection after the 24-month extension period, the 24-month extension period was extended due to force majeure from the Covid-19 pandemic.
Binh Dinh approves investment policy for 910 billion VND urban area
Recently, the People's Committee of Binh Dinh province has approved the investment policy for the urban area project southwest of Long Van bridge in Tran Quang Dieu ward, Quy Nhon city.
The project covers an area of approximately 9 hectares and has a population of approximately 2,374 people. The preliminary cost of the project is over VND910 billion. The land allocation and lease term for the investor is 50 years. The project implementation progress lasts 48 months, calculated from the date of the land use rights auction results.
Binh Dinh Provincial People's Committee noted that the investment in the construction of the land project southwest of Long Van Bridge will create a large demand for parking in the area. Therefore, the province requires the project investor to have a plan to arrange parking lots to meet the needs of people in the area.
Da Nang auctions a series of land plots, starting at the highest price of over 24 million/m2
Recently, the People's Committee of Da Nang City has approved the starting price for auctioning the right to use 12 land plots in the area.
Of which, 3 land plots will be auctioned for land use rights in the form of one-time land lease payment.
Specifically, the first plot of land belongs to the land exploitation strip along National Highway 1A, Hoa Phuoc Commune, Hoa Vang District. The area of the land is more than 2,900m2 and is built as a warehouse. The starting price is more than 7.4 million VND/m2.
The second plot of land is located on Vung Thung 9 - Van Don Street, Tho Quang Ward, Son Tra District. The area is about 1,000m2, the purpose of building a seafood warehouse. The starting price is nearly 14 million VND/m2.
The third plot of land belongs to the project of area 2 of the new urban center of the Northwest, located on Hoang Thi Loan - Dang Minh Khiem street, Lien Chieu district. The land has an area of over 800m2 and is built as an office for rent. The starting price is from 24 million VND/m2.
The remaining 9 land plots were approved by the People's Committee of Da Nang City to auction land use rights in the form of annual land lease payments.
The most expensive land is located on plot A2-2 in An Hoa 4 residential area, Nai Hien Dong ward, Son Tra district. The land has an area of over 9,500m2, the purpose of which is to build a general hospital. The starting rental price is over 271,000 VND/m2/year.
The land with the lowest rental price is located at 383 Cach Mang Thang Tam Street, Cam Le District. The land area is about 2,900m2 and is built as a parking lot. The starting price is more than 68,000 VND/m2/year.
