Proposal to adjust the average increase in land prices in Quang Tri province to 1.5 times

Today, December 24, Acting Chairman of the Provincial People's Committee Ha Sy Dong chaired a meeting with departments, branches and localities to appraise the results of the 5-year periodic adjustment of land price lists (2020 - 2024) in the province to continue to apply until December 31, 2025.

Implementing the Land Law 2024, the People's Committee of Quang Tri province assigned the relevant departments and branches to develop a new Land Price List to amend and supplement land prices according to the provisions of Decision No. 49/2019/QD-UBND dated January 20, 2019 of the Provincial People's Committee (hereinafter referred to as Decision No. 49) promulgating the 5-year periodic Land Price List of all types in the province to continue to apply until May 31, 2025.

The newly adjusted land price list is based on the database of specific land prices approved by People's Committees at all levels; auction prices for land use rights; and land prices successfully traded on the market.

This proposed adjustment level for agricultural land is 1.65 times higher than the agricultural land price in Decision No. 49; industrial park and industrial cluster land is unified by taking the land price issued in Decision No. 49 multiplied by the adjustment coefficient issued by the Provincial People's Committee in Decision No. 01/QD-UBND dated January 2, 2024 and amended and supplemented in Decision No. 1607/QD-UBND dated July 3, 2024.

For residential land, the proposed adjustment plan increases the average price of all locations and types of residential land in the province by 1.5 times compared to the current regulated price (Dong Ha city has an increase of 1.42 times; Quang Tri town 1.65; Vinh Linh 1.46; Gio Linh 1.81; Trieu Phong 1.70; Huong Hoa 2.10; Hai Lang 1.59; Dakrong 1.47; Cam Lo 1.42). At the same time, the newly adjusted average price of residential land in the whole province is about 58% of the market price (Dong Ha city 55%; Quang Tri town 59%; Vinh Linh 61%; Gio Linh 50%; Trieu Phong 51%; Huong Hoa 69%; Hai Lang 50%; Dakrong 64%; Cam Lo 63%).

For other types of land, it is proposed to unify the land price issued by the Provincial People's Committee in Decision No. 49 multiplied by the adjustment coefficient issued by the Provincial People's Committee in Decision No. 01/QD-UBND dated January 2, 2024 and amended and supplemented in Decision No. 1607/QD-UBND dated July 3, 2024.

Based on the proposal of the Department of Natural Resources and Environment, leaders of departments, branches and units that are members of the advisory group of the Provincial People's Committee said that for commercial and service land, the price is 80% of the price of residential land in the corresponding areas and locations and for non-agricultural production and business land that is not commercial or service land, the price is 70% of the price of residential land in the corresponding areas and locations, which is high and unfair between land users in industrial parks and clusters and land users outside industrial parks and clusters.

Propose that the Provincial Land Price Appraisal Council consider reducing the percentage of these land types to suit the actual situation, in order to ensure the harmony of land users' interests according to the provisions of Point d, Clause 1, Article 158 of the 2024 Land Law, ensuring stable production and business inside and outside industrial parks and clusters.

In his concluding remarks, Acting Chairman of the Provincial People's Committee Ha Sy Dong acknowledged the efforts of the Department of Natural Resources and Environment and the consulting members, and highly appreciated the land price adjustment plan this time, which is close to reality and the market. The adjustment was carried out carefully, with sufficient legal basis, using and selecting many methods to calculate land prices such as comparison method, income, surplus, land price adjustment coefficient to calculate residential land prices, agricultural land prices and prices of other types of land.

In order for the new land price list to be approved and effectively applied in practice, Acting Chairman of the Provincial People's Committee Ha Sy Dong requested the consulting unit to absorb the opinions of departments and branches to adjust land prices closer to the market, especially in the districts.

In particular, it is necessary to add descriptions of specific locations and locations, especially in rural mountainous areas; continue to review the adjusted land prices for districts to be closer to reality; limit the inheritance of old land price lists. For commercial and service land, increase by about 60 - 65%, non-commercial production and business land increase by about 50% to facilitate investment attraction.

Requesting departments and branches to actively coordinate with the Department of Natural Resources and Environment and consulting units to continue reviewing, completing, and advising the Provincial People's Committee to promulgate, effective from January 1, 2025.
