On October 13, continuing the 27th session, the National Assembly Standing Committee gave opinions on the Government's Report on the implementation results, difficulties and obstacles in implementing 3 national target programs in the 2021-2023 period and proposed specific solutions and mechanisms to remove difficulties and obstacles, speeding up the implementation progress of the programs in the coming time.

Presenting a report at the meeting, Minister of Planning and Investment Nguyen Chi Dung said that localities have proactively issued resolutions and plans to direct, manage, and organize the implementation of programs with the highest political determination to strive to complete goals and tasks;

At the same time, the consolidation and establishment of a Steering Committee for national target programs at the provincial level, the consolidation of the District Steering Committee, the Commune Management Board, the Community Investment Supervision Board, and the Village Development Board have been completed to assign, decentralize, unify the direction, management and coordination in implementing programs at all levels...

Minister Nguyen Chi Dung also pointed out the difficulties in the implementation process, the progress of allocating and using resources to implement the national target programs in 2022 at both the central and local levels is still slow; in the planning work, many localities have not proactively prepared well in determining the needs of the list and investment resources for projects at all levels right from the beginning of the planning period and year, and have the mentality of waiting for capital to be available before implementing...

In the coming time, Minister of Planning and Investment Nguyen Chi Dung proposed that it is necessary to promote the role of Party committees and authorities at all levels in directing, operating, inspecting, urging and propagating to accelerate the implementation progress; strengthen coordination, inspection, direction and supervision between central and local agencies; activities of Steering Committees at all levels to promptly urge and direct progress and grasp and handle difficulties and obstacles, speed up the implementation progress of national target programs.

At the same time, synchronously implement communication and information solutions on the Party's guidelines and the State's legal policies on management and implementation of national target programs; continue to review and perfect institutions and policies on management and organization of implementation of national target programs synchronously from the central to local levels; strengthen inspection, supervision and perfect the national data system on monitoring and evaluating the implementation of programs at all levels...

In particular, there are additional specific mechanisms to remove difficulties and obstacles, speeding up the implementation of national target programs in the coming time.

Presenting a report proposing and resolving the Government's recommendations on specific solutions and mechanisms to remove difficulties and obstacles and speed up the implementation of the National Target Programs, Chairman of the National Assembly's Ethnic Council Y Thanh Ha Nie Kdam, Deputy Head of the Standing Committee of the Supervisory Delegation, said:

The monitoring delegation highly agreed on the necessity for the Government to submit to the National Assembly for consideration and promulgation of a number of specific solutions and policies to remove obstacles and facilitate localities to accelerate the implementation of national target programs with the aim of putting the interests of the people first, in the context that the disbursement rate of state budget capital for these programs is still relatively low and the remaining implementation time is not much, while the lives of the beneficiaries are still facing many difficulties.

Based on the practical situation, the Supervisory Delegation proposed that the National Assembly Standing Committee consider and agree in principle with the Government's proposed content, allowing the regulation of specific solutions and mechanisms in the National Assembly's thematic supervision resolution without issuing a separate resolution;

Regarding the implementation period, we agree with the Government's proposal to only apply the regulation until the end of 2025 to match the implementation period of the National Target Programs. After that, based on the assessment of the results of the implementation of the Programs, the Government will report to the National Assembly for consideration and decision on implementation in the next phase.

Regarding the specific proposals of the Government, on the proposal to submit to the National Assembly a decision "allowing the People's Council at the provincial level to decide on decentralization to the People's Committee at the same level to decide on the order, procedures, criteria, and sample documents for selecting projects, plans, and production development models in implementing the National Target Programs", the Supervisory Delegation highly agreed with the opinion of the Law Committee, proposing that the National Assembly Standing Committee agree to include this content in the Supervisory Resolution submitted to the National Assembly and implemented until the end of 2025 .
