Appreciating the fact that for the first time the National Assembly discussed the results of monitoring the settlement of voters' petitions, many National Assembly deputies also pointed out the shortcomings when there were still many petitions that did not have a roadmap for settlement or were not completely resolved, and at the same time proposed solutions to make the settlement of voters' petitions more effective and practical.

On the afternoon of May 26, continuing the 5th Session, the National Assembly discussed in the hall the results of supervising the settlement of voters' petitions sent to the 4th Session, 15th National Assembly.
Many voters' petitions have no roadmap for resolution.
Speaking at the meeting, delegate Hoang Quoc Khanh (Lai Chau) affirmed that according to the monitoring report, at this session, the Petition Committee compiled over 2,000 petitions, and the report reported that over 99.8% of them had been resolved - a very high resolution rate. However, there were still 49 petitions that had not been resolved, but the report did not mention the reasons, nor the resolution or response.

In addition, the number of voters' recommendations being studied and accepted in the coming time is still very large (338 recommendations), of which many recommendations do not have a roadmap for resolution.
Regarding the form and content of the report on the results of supervision of the National Assembly Standing Committee presented at the session, delegates said that it still did not clearly reflect the assessment and assessment through supervision activities such as monitoring and urging the settlement of recommendations to verify submitted issues or organizing supervision delegations and recommendations of voters and competent agencies according to regulations.
The report has not yet evaluated which ministries and branches have solved the problem well and which have not solved the problem well to serve as criteria and basis for evaluating the level of task completion of the heads of agencies and units.

In addition, some agencies, ministries and sectors are still slow and have not promptly considered and responded to voters' petitions. This makes the review and urging process of National Assembly delegations and the People's Petition Committee take a lot of time and effort.
Improve the quality of response to voters' petitions
In order for the work of resolving voters' petitions to be effective, in accordance with the nature, purpose and resolution of petitions, not just responding to voters' petitions, delegate Nguyen Tien Nam suggested that for specific issues, cases on handling policies for meritorious people or petitions to remove obstacles in processes and procedures that localities are stuck with, responses should include specific instructions, careful review of case files, and detailed responses so that relevant departments and branches can apply and resolve them at the root...
Giving his opinion at the meeting, delegate Trinh Xuan An (Dong Nai) suggested that it is necessary to identify sources to monitor the recommendations of the people and voters at each session, through National Assembly delegations, through voter contacts and through the Fatherland Front and mass organizations more fully and synchronously.

In addition, delegate Trinh Xuan An also analyzed that responding to voters' petitions is mainly demonstrated through explaining and providing information, thereby clarifying many issues of concern to voters.
However, according to the delegate, from another perspective, the regulations of the legal system are still lacking in uniformity and there are many issues that voters have to ask about, ministries and branches have to explain and provide a large amount of information. Therefore, the delegate suggested that there should be an information channel to see whether voters and people agree with the explanation and provision of information or not.
Delegate Trinh Xuan An said that the work of responding to voters' petitions was good, but how to respond needs to be evaluated more carefully, because there is a situation where petitions not only from voters, but also from localities sent to ministries, branches, and the Government are responded to according to procedures or according to legal regulations.
This makes it difficult to satisfy voters' opinions and fulfill the role of state management. Therefore, there needs to be criteria to evaluate the response to voters' petitions by localities.

Participating in the meeting, delegate Ly Tiet Hanh (Binh Dinh) said that many recommendations from voters of Binh Dinh province have been received and specifically responded to by the authorities. Many difficult and complicated cases that have existed for a long time have been resolved.
However, according to delegate Ly Tiet Hanh, there are still many opinions and recommendations from voters sent to the authorities, especially those related to many ministries and branches that have not been completely resolved.
Delegates said that there should be a coordination mechanism between ministries and branches and clearly define the responsibility for handling recommendations related to many ministries and branches, especially those related to policies.
At the same time, delegates also recommended that when implementing policies, there should be a thorough impact assessment, considering direct and indirect impacts to have reasonable regulations from the beginning, contributing to minimizing complaints and lawsuits. During the implementation process, it is necessary to strengthen the supervisory role to promptly detect problems and have mechanisms for adjustment and supplementation.
Delegate Ly Tiet Hanh also suggested that, in order to ensure full monitoring and synthesis of recommendations and supervision of recommendations, it is necessary to have a list of recommendations and communicate with National Assembly delegations so that the National Assembly can monitor and supervise these recommendations to the end, as well as so that National Assembly deputies can respond to voters.

At the same time, the delegate also suggested that it is necessary to strengthen supervision of the settlement of voters' petitions, which must be done regularly and must be monitored extensively. In particular, it is necessary to supervise the responsibility of leaders in settling voters' petitions, as well as supervise the coordination between relevant ministries, branches and agencies in the settlement of petitions.
The delegate suggested that at regular sessions, the National Assembly should include this content in the discussion, thereby enhancing the responsibility of competent authorities in handling voters' petitions, and improving the quality of handling voters' petitions.
