Investing in building social housing and housing for workers

In 2024, the province will strengthen inspection and supervision of the management and use of social housing, implement the social housing loan program, remove difficulties and obstacles in investment and construction of workers' housing, housing for low-income people, resettlement housing in industrial parks and solutions to promote the stable, healthy and sustainable development of the real estate market.

The average housing area is expected to reach about 29m2 /person, specifically: urban areas about 30.6m2 /person; rural areas about 27.68m2 /person; the rate of solid and semi-solid houses reaches 97.31%, non-solid houses and simple houses are 2.69%. In 2024, the province has completed 1 worker accommodation project in the industrial park, and is continuing to implement 4 social housing projects.

In addition, the province reviews and evaluates the results of land allocation and investment in the construction of social housing and housing for workers in concentrated industrial parks in the area; strictly implements regulations on planning and land allocation for social housing development, land allocation in detailed planning projects for new urban areas and planning for the construction of new industrial parks to ensure social infrastructure and technical infrastructure according to regulations.

Currently, there are no poor districts in the province approved in Decision No. 353/QD-TTg dated March 15, 2022 of the Prime Minister approving the list of poor districts and communes with special difficulties in coastal and island areas for the period 2021-2025.

In 2024, from the mobilized fund for the Poor, the province supported the construction of 314 new houses and the repair of 63 solidarity houses for poor households, near-poor households, and households in especially difficult circumstances, worth 29.58 billion VND.

According to Project 338, the Prime Minister assigned the province a target of 11,900 social housing units by 2030 (5,000 units in the 2021-2025 period and 6,900 units in the 2026-2030 period). Up to now, the province has implemented 6,746 units; of which, 2,400/5,000 units have been completed, reaching 48% of the assigned general target (2021-2025 period).

Currently, in the province, there are 2 housing development projects built in the form of apartment buildings: Provincial public housing put into use in 2006 is still within the prescribed term of use and will be renovated and repaired in 2022; Golden City Social Housing Apartment is under construction and investment, has not been inspected and notified of acceptance and operation put into use. And 13 worker accommodation projects in industrial parks were built and put into use from 2015 to present, still within the prescribed term of use.

Pursuant to Resolution No. 33/NQ-CP, Official Dispatch No. 1551/BXD-QLN dated April 20, 2023 of the Ministry of Construction guiding on determining the list of projects, subjects, conditions, and criteria for preferential loans for the development of social housing, workers' housing, and renovation and reconstruction of apartment buildings, Tay Ninh province has deployed to investors of social housing and workers' housing projects to register their loan needs under the 120,000 billion VND credit program.

In addition, the province has announced a list of social housing projects in need of loans for 1 project, specifically: the Golden City Social Housing Apartment project, invested by Golden City Investment Joint Stock Company, according to Notice No. 1750/TB-UBND dated June 12, 2023.

2025: Real estate market recovers and stabilizes

In recent times, the province has regularly monitored and grasped information and developments of the local market to promptly handle and prevent the market from "overheating" or "freezing", the situation of spreading rumors, speculating to inflate real estate prices for profit, imbalance of supply and demand and ensuring healthy operation according to market mechanisms.

The real estate market situation in the province is stable, with few transactions. The amount of real estate transactions for sale recorded through notarization is mainly land transactions for housing in existing residential areas.

Implementing Directive No. 13/CT-TTg dated August 29, 2022 of the Prime Minister on a number of solutions to promote the safe, healthy and sustainable development of the real estate market and the Prime Minister's directives on removing difficulties for the real estate market and housing development, the Provincial People's Committee has issued many implementation documents; at the same time, directing departments, branches and localities according to their functions and tasks to strictly and effectively implement regulations to promote the sustainable development of the province's real estate market.

The real estate market is forecasted to recover and develop stably in 2025, with businesses having many opportunities to access credit loans, issue bonds and mobilize capital from customers to implement housing projects, social housing, and accommodation for workers in industrial parks. Those who are entitled to social housing policies will have the opportunity to access preferential policies and support for social housing, thereby the volume of real estate transactions, specifically social housing transactions, is expected to increase in the coming time.
