Proposing Japan consider simplifying entry procedures for Vietnamese citizens

At the reception, the Prime Minister expressed his delight at the increasingly strong, effective and comprehensive development of the Vietnam-Japan friendship and cooperation; highly appreciated the significance of the activities celebrating the 50th anniversary of the establishment of diplomatic relations being held in the two countries in 2023, contributing significantly to promoting understanding between the people of the two countries; and suggested that the two sides promote regular visits and contacts between the two countries' senior leaders.

Prime Minister Pham Minh Chinh proposed that Japan support Vietnam in building an independent and self-reliant economy and implementing industrialization and modernization; and that Japan provide new-generation ODA for large-scale strategic infrastructure development projects in Vietnam such as roads and railways.

Appreciating the ODA capital that the Japanese Government has provided to Vietnam in recent times, the Prime Minister suggested that the two sides closely cooperate to promote the progress of urban railway projects in Hanoi and Ho Chi Minh City, the Cho Ray Hospital 2 project, etc.

The Prime Minister affirmed that the Vietnamese Government will continue to improve the investment environment, policy institutions, infrastructure system, and build high-quality human resources; and requested the Japanese Government to create conditions for Vietnamese enterprises to participate more deeply in Japan's global supply chain.

Regarding people-to-people exchange, the Prime Minister proposed that Japan consider simplifying entry procedures for Vietnamese citizens; exempting income tax and residence tax for Vietnamese trainees working in Japan.

Minister Kamikawa thanked the Vietnamese leaders for their warm welcome and affection; expressed his pleasure in visiting Vietnam again on the occasion of the 50th anniversary of the establishment of Vietnam-Japan diplomatic relations; affirmed that Japan will closely coordinate and support Vietnam in achieving its goal of becoming a developed, high-income industrial country by 2045; committed to promoting cooperation in the fields of green transformation, digital transformation, climate change response, and encouraging Japanese enterprises to continue investing in Vietnam.

Emphasizing that the Japanese Government prioritizes promoting cooperation in human resource training with Vietnam, Minister Kamikawa expressed his hope that the two sides will cooperate to build the Vietnam-Japan University into a symbolic project in the bilateral relationship. The Minister also highly appreciated the role and positive contributions of the community of nearly 500,000 Vietnamese people in Japan to the socio-economic development of Japan in recent times; affirming that the Japanese Government will continue to create favorable conditions for the Vietnamese community to live, study and work in Japan.

Regarding international and regional issues, agreeing with the opinions shared by Minister Kamikawa, Prime Minister Pham Minh Chinh suggested that the two sides continue to exchange and closely coordinate on international and regional issues for peace, stability, cooperation and development; agreed that Vietnam supports and closely coordinates with Japan to successfully organize the ASEAN-Japan Summit at the end of 2023.
