The National Assembly member proposed that current apartment buildings should have a water tank or a system of water taps, pipes, and spray nozzles to handle fire incidents.
On November 1, the National Assembly discussed in the hall a number of contents with different opinions in the draft Law on Fire Prevention, Fire Fighting and Rescue. Citing the actual situation in recent times where many fires have occurred due to electrical short circuits and welding, and related to karaoke bars and dance clubs, National Assembly Deputy Nguyen Lam Thanh (Thai Nguyen Delegation) suggested that these contents related to these groups should be closely reviewed to ensure prevention of fire prevention and fighting (PCCC).
According to Mr. Thanh, fires often occur in houses in small alleys and high-rise apartments, with current fire fighting equipment it is very difficult to access to put out fires. Therefore, it is necessary to study more carefully the source of water for fire fighting because in reality we are currently only accessing a separate water source and from ponds, rivers, lakes to put out fires. Meanwhile, we have not been able to access the water source of families from top to bottom to handle the fire fighting issue flexibly and promptly.
Mr. Thanh suggested that current apartment buildings should arrange a water tank or a system of water taps, pipes, and sprayers to handle fire incidents. At the same time, it is necessary to exploit water sources from existing households, arrange additional backup water taps and sprayers to handle them promptly.
Delegate Vu Hong Luyen (Hung Yen Delegation) also expressed concern and suggested adding fire prevention measures to high-rise apartments because many high-rise apartments have been used for a long time and have degraded infrastructure, making them susceptible to fire and explosion.
According to Ms. Luyen, high-rise apartment buildings are densely populated areas with high risk of fire and explosion. Many high-rise apartment buildings were built a long time ago, and during use, the technical system was damaged or repaired, leading to the work of fire prevention, fire fighting, rescue and relief no longer being guaranteed. Therefore, there should be regulations on the traffic system leading to high-rise apartment buildings to ensure that at least specialized fire prevention, firefighting, rescue and relief vehicles can access when a fire or explosion occurs to minimize damage to people and property.
Ms. Luyen assessed that escape skills are a basic skill that is especially important for people in any fire. Therefore, in order to protect themselves and those around them, reduce casualties, and coordinate well with rescue forces when fires and explosions occur, the drafting agency should study and supplement more detailed and specific regulations on escape skills.
Accordingly, the responsibilities of those trained and fostered in fire prevention, fire fighting, rescue and first aid will be supplemented in regular training, fostering and practice for grassroots levels, hamlets, villages, residential groups and households. "This is to ensure that escape skills do not stop at equipping theory and knowledge but must become a natural reflex of each person when any fire or explosion, big or small, occurs," said Ms. Luyen.
Meanwhile, Deputy Nguyen Van Manh (Vinh Phuc Delegation) proposed to consider adding a provision stipulating that the People's Committee at the commune level is responsible for informing about the list of agencies and organizations belonging to the fire prevention, fighting and rescue forces, and the police agency in the commune, along with hotline numbers and contact addresses so that people know and choose the nearest place to report fires, rescue and rescue in case of need.
Delegate Tran Dinh Chung (Da Nang Delegation) raised the issue that construction works must ensure fire prevention and fighting safety conditions during construction, but the draft has not yet specified the responsibilities of the relevant parties. Therefore, it is necessary to supplement the responsibilities of fire prevention and fighting of the relevant parties during construction, including: facility owners, individuals, construction units, supervision consultants and design appraisal.
