On October 12, the Phu Yen Provincial Party Committee's Inspection Commission announced the results of the inspection when there were signs of violations against the Party Committee of the Provincial People's Committee for the 2016-2021 term and disciplined a number of party members who violated the regulations.
According to the Provincial Party Committee's Inspection Commission, the Phu Yen Provincial People's Committee's Executive Committee was irresponsible and lax in inspecting and supervising the implementation of projects/bid packages related to AIC International Progress Joint Stock Company and enterprises in the AIC ecosystem. Projects/bid packages were not implemented in accordance with the provisions of the law on bidding, which risked causing loss of the state budget.
Regarding the above limitations, shortcomings and violations, the responsibility lies with the Party Committee of the Provincial People's Committee for the 2011-2016 and 2016-2021 terms and a number of leaders of departments, branches and related professional staff in the role of investors, appraisers and approvers of projects/bid packages.
Considering the content, nature, extent, and consequences, based on Party regulations, the Provincial Party Committee's Inspection Commission reviewed responsibilities, considered, and proposed disciplinary action against the Party Executive Committee of the Provincial People's Committee for the 2011-2016 term and a number of related Party members.
The Phu Yen Provincial Party Committee's Inspection Commission decided to discipline Mr. Pham Trung Chanh, Vice Chairman of Dong Xuan District People's Committee, with a warning.
Mr. Pham Trung Chanh violated the things that party members are not allowed to do, the working regulations and the responsibility to set an example; lacked responsibility in performing assigned duties and tasks; loosened inspection and supervision so that the advisory agencies that established and implemented the district's land use plan violated procedures; signed decisions to change the land use purpose to residential land for households and individuals in violation of land law provisions; and failed to promptly handle local complaints, causing bad public opinion.
Mr. Doan Van Thuy, Head of the Department of Labor, Invalids and Social Affairs of Dong Xuan district (Party Committee member, Party Cell Secretary, Head of the Department of Natural Resources and Environment of Dong Xuan district for the period 2016-2020) was disciplined by the Phu Yen Provincial Party Committee's Inspection Commission by removing him from all positions in the Party for the term 2015-2020.
During his tenure as Party Committee member, Party cell secretary, and Head of the Department of Natural Resources and Environment of Dong Xuan district (2016-2020), Mr. Doan Van Thuy was irresponsible, lax in leadership and management; did not inspect and supervise in the field of management, advising on the establishment and implementation of land use plans, implementing procedures for changing land use purposes, signing many documents advising the District People's Committee to decide to allow the change of land use purpose to residential land for households and individuals violating the provisions of the land law; advising the Chairman of the District People's Committee to decide to sanction administrative violations in the field of land in violation of regulations.
Former Director of Department of Natural Resources and Environment proposed for disciplinary action
On this occasion, the Phu Yen Provincial Party Committee's Inspection Commission also considered and proposed disciplinary action against Mr. Nguyen Duy Duong, former Director of the provincial Department of Natural Resources and Environment, for violations related to the Deo Ca Tunnel project.

According to the Phu Yen Provincial Party Committee's Inspection Commission, during his tenure as Deputy Director of the Department of Natural Resources and Environment, Mr. Nguyen Duy Duong advised the Provincial People's Committee to reclaim, change the purpose of land use and lease land to implement a project to exploit common construction materials and fill land to serve the Deo Ca Road Tunnel project, violating the provisions of the law to the extent that disciplinary action must be considered.
Hereby, the Provincial Party Committee's Inspection Commission requests the Provincial Party Committee's Standing Committee to consider and discipline according to Party regulations.
