On June 25, at the 18th Conference, the Hanoi Party Executive Committee reviewed disciplinary measures against Party members under its authority related to the International Progress Joint Stock Company (AIC).
Chairing the conference, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen stated that today, the Hanoi Party Committee Executive Committee conducted a process to review responsibilities and consider disciplinary measures for a number of Party members according to their authority related to the leadership, direction and organization of the implementation of Party regulations and State laws for projects and bidding packages implemented by the International Progress Joint Stock Company (AIC Company) and enterprises belonging to the AIC Company "ecosystem" from 2011-2021 at a number of units in the city and at the Party Committee of the Hanoi National University.
AIC Company was granted a business license by the Hanoi Department of Planning and Investment in May 2010. This enterprise is chaired by Ms. Nguyen Thi Thanh Nhan and is the General Director. For many consecutive years, AIC has won a series of large-scale contracts in the fields of health, education, environment... in Hanoi and many localities across the country.
After the authorities discovered her violations, Ms. Nguyen Thi Thanh Nhan and many other officials and party members in many localities and units were prosecuted in many criminal cases. Ms. Nguyen Thi Thanh Nhan was determined to have fled and is wanted by the Ministry of Public Security.
Regarding the disbursement of public investment capital, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen pointed out that the disbursement rate of public investment capital in Hanoi in the first 5 months of the year reached 18.6%, lower than the same period last year by 24.8%, estimated at 22,870 billion VND by the end of June 2024, reaching 28.2% of the plan. The main reasons for the low disbursement are from the implementation organization, site clearance and direction.
The Standing Deputy Secretary of the Hanoi Party Committee requested that it is necessary to clearly identify the responsibilities of individuals and groups that affect the city's overall disbursement progress in accordance with the spirit of Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on strengthening discipline, discipline and responsibility in handling work in the political system of Hanoi City.
