The Central Inspection Commission proposed that the Politburo and the Secretariat review the responsibilities and discipline a series of high-ranking officials, including Head of the Central Economic Commission Tran Tuan Anh and former Deputy Prime Minister Trinh Dinh Dung.
In the communique of the 35th session issued on the afternoon of January 19, the Central Inspection Committee said that it had proposed that the Politburo and the Secretariat review the responsibilities and discipline the Party Committee of the Ministry of Industry and Trade for the 2016-2021 and 2021-2026 terms and the following: Tran Tuan Anh , Politburo member, Head of the Central Economic Commission, former Secretary of the Party Committee, Minister of Industry and Trade; Trinh Dinh Dung , former member of the Party Central Committee, member of the Party Committee, Deputy Prime Minister; Mai Tien Dung , former member of the Party Central Committee, Minister, Chairman of the Government Office; Do Thang Hai , member of the Party Committee, Deputy Minister of Industry and Trade; Hoang Quoc Vuong , former member of the Party Committee, Deputy Minister of Industry and Trade, former Secretary of the Party Committee, Chairman of the Board of Members of the Vietnam National Oil and Gas Group.
The Central Inspection Committee decided to expel from the Party the following: Dang Cong Khoi , Deputy Secretary of the Party Committee, Deputy Director of the Price Management Department, Ministry of Finance; Nguyen Danh Son , Secretary of the Party Committee, Director of the Electricity Trading Company; Nguyen Huu Khai , Secretary of the Party Cell, Head of the Electricity Purchasing Business Department, Electricity Trading Company, Vietnam Electricity Group; Tran Quoc Hung , Deputy Head of the Licensing and Public Relations Department, Electricity Regulatory Authority, Ministry of Industry and Trade.
Mr. Do Duc Quan , former Deputy Secretary of the Party Committee, Deputy Director of the Department of Electricity and Renewable Energy, Ministry of Industry and Trade, was removed from all positions in the Party.
The Central Inspection Agency warned the Standing Committee of the Party Committee of the Ministry of Industry and Trade for the 2015-2020 term; the Party Committee of the Electricity and Renewable Energy Authority for the 2017-2020 term; the Party Committee of the Electricity Regulatory Authority for the 2020-2025 term; the Party Cell of the Domestic Market Department for the 2015-2017, 2017-2020, 2020-2022 terms; and the Standing Committee of the Party Committee of Vietnam Electricity Group for the 2015-2020, 2020-2025 terms.
Mr. and Mrs. Nguyen Anh Tuan , member of the Party Executive Committee, Director of the Department of Organization and Personnel; Mr. Tran Duy Dong , Party Secretary, Director of the Import-Export Department; Mr. Phuong Hoang Kim , Party Cell Secretary, Director of the Department of Energy Saving and Sustainable Development; Mr. Vo Van Quyen , former Party Cell Secretary, Director of the Department of Domestic Market, Ministry of Industry and Trade; Mr. Nguyen Vu Quang , Party Cell Secretary, Deputy Director of the Department of Industry, Government Office; Mr. Duong Quang Thanh , former member of the Party Executive Committee of the Central Enterprises Bloc, Party Committee Secretary, Chairman of the Board of Members of Vietnam Electricity Group; Mr. Tran Dinh Nhan, former Deputy Party Committee Secretary, General Director of Vietnam Electricity Group, were warned.
The reprimanded collectives and individuals include: Standing Committee of the Party Committee of the Ministry of Industry and Trade, Party Committee of the General Department of Market Management, Party Committee of the Electricity and Renewable Energy Authority for the 2020-2025 term; Party Committee of the Electricity Regulatory Authority, Party Committee of the Office of the Ministry of Industry and Trade for the 2015-2020 term; Party Committee of the Import-Export Authority for the 2015-2020 and 2020-2025 terms; Mr. Hoang Tien Dung , Party Secretary, Director of the Department of Electricity and Renewable Energy; Tran Huu Linh , Party Secretary, Director General of the General Department of Market Management.
At the end of December 2023, the Central Inspection Committee concluded that the Party Executive Committee of the Ministry of Industry and Trade violated the principle of democratic centralism and working regulations; lacked responsibility, and loosened leadership and direction, allowing the Ministry of Industry and Trade and many organizations and individuals to seriously violate Party regulations and State laws.
Violations occurred in the work of advising and promulgating mechanisms for developing solar and wind power; implementing the adjusted Power Plan 7; advising and promulgating business mechanisms, operating supply sources, granting business licenses for gasoline and oil; managing and using the Price Stabilization Fund; establishing, appraising, approving, organizing bidding, and implementing projects/bidding packages carried out by the International Progress Joint Stock Company (AIC); many cadres and party members were disciplined and criminally prosecuted.
Responsibility for the above violations and shortcomings belongs to the Party Executive Committee of the Ministry of Industry and Trade for the terms 2016-2021, 2021-2026; the Standing Committee of the Party Committee of the Ministry, the Party Committees of relevant Departments and Divisions and a number of officials, including Mr. Tran Tuan Anh , Do Thang Hai , and Hoang Quoc Vuong . Mr. Hai and Vuong have been arrested. A series of department heads and bureau heads under the Ministry of Industry and Trade are also responsible.
Related to the above violations, there is also responsibility of the Standing Committee of the Party Committee of Vietnam Electricity Group for the terms 2015-2020, 2020-2025 and a number of individuals, including: Mr. Trinh Dinh Dung , Mai Tien Dung , Duong Quang Thanh , Tran Dinh Nhan , Nguyen Danh Son .
According to the Central Inspection Agency, the above violations have caused serious and difficult-to-remedy consequences; risked huge losses of State money and assets, wasted social resources; caused public outrage, negatively affected the reputation of Party organizations and State management agencies, to the point that disciplinary action must be considered.
