Semiconductor industry human resource development project needs 'package' of breakthrough mechanisms and policies

"We need to determine the strategy for building Vietnam's semiconductor industry, in the industrial development strategy, including the electronics industry, from which we can assign tasks to train human resources and accurately forecast the market," said the Deputy Prime Minister, adding that "we need to select stages and steps to focus on mastering the semiconductor product value chain."

Deputy Minister of Planning and Investment Tran Duy Dong said that the world's semiconductor chip market has had an average growth rate of about 14%/year continuously over the past 20 years, and is expected to reach a revenue of 1,000 billion USD by 2030. From now until 2030, the world will need about 1 million workers for all stages of chip design, production, assembly, packaging, and testing.

Currently, many large semiconductor companies are looking to diversify their supply chains, taking advantage of young, qualified human resources in Asian countries, including Vietnam. The Ministry of Planning and Investment estimates that by 2030, Vietnam will need about 15,000 design engineers and 35,000 engineers working in semiconductor chip factories; at the same time, it will create 154,000 indirect jobs, contributing VND360,000 billion to GDP.

Some notable solutions proposed by the Project are: providing specialized training for 1,300 lecturers; expanding the training network, supporting training in the semiconductor industry and related industries to about 200 facilities; investing in 4 shared semiconductor centers, 20 standard semiconductor training centers, etc.

From the experience of implementing the training program on microchips and semiconductors, Prof. Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, said that to develop quickly, there must be a breakthrough mechanism for training lecturers, sharing facilities, technical equipment and related laboratories, attracting foreign experts...

Deputy Minister of Education and Training Hoang Minh Son assessed that, under current conditions, the two stages in the semiconductor industry in which Vietnam has advantages are chip design, packaging, and testing, and schools are in dire need of accurate forecasts of the demand for semiconductor human resources to develop effective training plans and programs.

"Policy mechanisms must be built very quickly, resources must be ready so that when the Project is approved, it can be implemented immediately," said Deputy Minister Hoang Minh Son.

Some opinions said that the Project needs to clarify the scientific basis, forecast domestic and international trends; the relationship with programs and projects on high-quality human resource training; assign tasks to ministries and branches; strengthen the role of training institutions and localities according to the "ordering" mechanism...

Referring to the "trap" of training practical and processing human resources in the semiconductor industry, Deputy Minister of Science and Technology Tran Hong Thai proposed to invest heavily in research, technology reception and transfer activities; and have specific priority policies for parties participating in the "ecosystem" of training human resources in the semiconductor industry (training institutions, scientists, enterprises, and state management agencies). "The Ministry of Science and Technology will focus on prioritizing the implementation of a number of national science and technology programs to serve the semiconductor industry," said Deputy Minister Tran Hong Thai.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested the Ministry of Planning and Investment to absorb the opinions of ministries, branches, and experts, continue to research, "work while perfecting" the draft Project, in order to concretize, link with the goals, tasks, and solutions in the strategies for developing the semiconductor industry, training high-quality human resources, key programs and products on national science and technology, etc. In addition, the Project needs to clarify the resources deployed for each goal and task.

Regarding the direction of implementing the Project, the Deputy Prime Minister said that there should be a combination between the transformation training program, providing basic knowledge of the microchip and semiconductor industry, and the specialized training program, talents; in which it is necessary to carefully prepare the teaching staff, build the program, curriculum, and teaching methods.

"The project needs to propose specific breakthrough "packages" of mechanisms and policies to remove obstacles in education and training, science and technology, public investment, research and development...", the Deputy Prime Minister said, emphasizing that the State plays a leading role, along with the participation of enterprises, in forming and ensuring conditions (mechanisms, policies, facilities, equipment) for human resource training activities in the semiconductor industry, with clear criteria on the basis of inheriting existing research centers and facilities; "ordering to form strong research groups, experts in semiconductor design, materials, information technology...".

"The project needs to have a consistent and unified mindset according to the development strategy of the microchip and semiconductor industry, providing specific products and projects in terms of progress and responsible units, without overlapping or spreading out," the Deputy Prime Minister noted.
