Promoting the building of commune-level police to meet task requirements in the new situation

Senior Lieutenant General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security chaired the meeting at the Ministry of Public Security. Senior Colonel Pham Kim Dinh, member of the Provincial Party Committee Standing Committee, Director of the Provincial Public Security Department chaired the meeting at the Tuyen Quang Provincial Public Security Department.

After 2 years of implementing Resolution No. 12 and Directive No. 11, the work of building communal-level police nationwide has achieved comprehensive results. The work of building the Party, building the force, and the contingent of communal-level police officers has been strengthened in quantity and improved in quality, gradually meeting the requirements of work at the grassroots level.

Financial, logistical, technical work, especially the construction of office buildings and barracks, has been given attention and direction from the Ministry to the locality, and has basically completed the goal of building barracks for the commune-level police. The commune-level police force has played a core role in ensuring security and order at the grassroots level, serving the task of socio-economic development in localities across the country.

In Tuyen Quang, all aspects of the work of the communal police force have gradually become routine and have been effective in ensuring security and order at the grassroots level. In the province, many good examples and images have appeared, and the inspiring work of the communal police has created a wide spread in society, receiving recognition and praise from local Party committees, authorities and the masses.

Police leaders of professional units under the Ministry of Public Security and local police units discussed and clarified the causes of some existing problems, limitations, difficulties, and obstacles in terms of facilities, reasonable arrangement of forces in specific areas; arrangement of means and support tools... At the same time, they proposed solutions to continue to more effectively implement Resolution No. 12 of the Politburo and Directive No. 11 of the Minister of Public Security in localities.

Concluding the conference, Minister of Public Security Luong Tam Quang commended the efforts and results of the national police force in building commune and town police.

He requested that the police of all units and localities continue to promote the implementation of Resolution No. 12 and Directive No. 11, determined to build commune-level police to meet the requirements and tasks in the new situation.

Local units must focus on leading the work of Party building and building mass organizations of the commune-level police. In the immediate future, it is necessary to focus on guiding the organization of Party congresses of commune and town police branches according to the direction of the Central Committee and successfully organize the Party congresses of commune and town police branches for the 2025-2027 term, ensuring compliance with the Party Charter.

Units continue to focus on personnel management, internal political protection, tightening discipline, proactively correcting and preventing violations by commune-level police officers, especially in remote areas.

The units organize and implement well the regime, policies, emulation and reward work to promptly motivate the police force of communes and towns to work with peace of mind, creating clear changes in social order and safety, contributing to the construction of new rural areas and the building of an orderly, disciplined, secure, safe and healthy society.
